The Project Manager under limited supervision, plans, organizes, and manages multiple advanced construction projects within the Department of Transportation and Engineering. Work involves handling all requests, discussions, document preparation, and research. This position works as a liaison between various departments in the completion of construction projects, reviews financial statements of various projects, and performs a variety of administrative duties.

Examples of Duties

Oversees and manages the BRINSAP Bridge Replacement Program; ensures compliance with all established policies and procedures.

Reviews construction plans, monitors engineering contracts, and coordinates with property owners and stakeholders regarding upcoming projects.

Supervises road and bridge projects for progress as well as compliance with established policies and procedures and laws.

Coordinates and conducts meetings with contractors, other departments, and officials as necessary; oversees constituent contact and correspondence as necessary.

Monitors the status of bond projects as necessary; ensures project aligns with established timelines.

Researches deeds, right of ways, and title history before completing projects or negotiations.

Works closely with property owners to explain the right-of-way project process; obtains property owners' signatures; keeps property owners and other departments informed of project phases and answers questions as the project goes forward.

Tracks all projects from initiation through construction to final payment.

Requests and maintains updates from all departments and parties involved in each project; maintains an accurate timeline that reflects the progress of each project and any causes for delays.

Tracks each project budget in coordination with annual budget allowance for projects, correctness of invoices for payment as well as any suspicious charges or necessary change orders.

Recommends and prepares change orders and CAA's. Reviews schedules and creates reports for the Director.

Receives requests for inspections and coordinates with the inspector for follow-up inspections; assists inspectors with scheduling.

Develops and maintains positive working relationships and trust with other agencies and county, state, and federal departments. Keeps staff and supervisors informed of associated agreements and discussions.

Assists in developing project cost estimates and negotiates and prepares interlocal agreements (ILAs) with other governmental agencies. Monitors compliance with the agreements.

Coordinates activities and programs with other departments to expedite work and improve interdepartmental performance using tact and diplomacy.

Acts as a resource for staff questions regarding customer, client, or citizen issues, policies, etc.

Maintains current working knowledge of construction practices, methods, and procedures.

Regular and punctual attendance is required.

Performs other related duties as required.

Minimum Qualifications

High School Diploma or GED and a minimum 6 years of experience in a related field; or an equivalent combination of education and related experience required.
Bachelor's degree preferred.
Possession of a valid driver's license. Must be able to obtain a State of Texas driver's license within 90 days of employment.
