REGISTERED NURSE

In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:

Effective June 28, 2024 - 4.25% increase

Effective June 27, 2025 - 4.00% increase

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

This recruitment is being held to establish an open eligible list to fill current and future Registered Nurse vacancies within the Health Care Agency. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

THE DEPARTMENT
Through assessment, policy development and assurance, Public Health Services provides a wide range of services aimed at reducing death and disability by reducing the transmission of communicable diseases, preventing and lessening the impact of chronic diseases, and ensuring healthy and safe environments.

THE PROGRAM
17th Street Testing, Treatment and Care Clinic (TTC) is a co-located Sexually Transmitted Infection (STI) Clinic and a HIV Ambulatory Care Clinic. TTC cares for over 5,500 patients annually and has a multi-disciplinary team with over 70 staff members. TTC provides high quality STI and HIV services including medical care, case management, HIV Pre-Exposure Prophylaxis (PrEP), HIV Post Exposure Prophylaxis (PEP), Rapid Antiretroviral Therapy (Rapid ART), AIDS Drug Assistance Program (ADAP), information & education on STDs and HIV care, Ryan White eligibility screening, STD and HIV disease investigation, HIV partner services, and treatment adherence.

THE OPPORTUNITY
The Registered Nurse makes independent nursing judgments while following orders from physicians or nursing supervisors and works within established nursing procedures for the assigned clinic.

Duties include but are not limited to:

  • Performing triage and nursing assessments
  • Administering medications as ordered by physicians
  • Providing venipuncture and laboratory testing, and providing patient education
  • Performing patient specimen collection and obtaining vital signs
  • Providing patient care as well as assistance to STD/HIV clinician, while developing patient relationships
  • Utilizing an Electronic Health Record and California Immunization Registry (CAIR) for patient care
  • Teaching and counseling patients/support systems regarding specific diseases, health conditions, health maintenance and illness prevention
  • Coordinating with other Public Health clinics and community-based organizations as needed for patient care
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate will possess a current, valid Registered Nurse License issued by the California Board of Registered Nursing and valid Basic Life Support (BLS) certificate issued by the American Heart Association.

In addition, the ideal candidate will have extensive knowledge, skills, and abilities in the following competencies:

  • Administering medications orally or through injection following physician's orders
  • Performing venipuncture
  • Understanding appropriate practice in documentation of medical records
  • Interpreting and applying Health Insurance Portability and Accountability Act (HIPAA) regulations
  • Using modern technology and medical equipment for appropriate diagnosis and care of patients
  • Utilizing computer skills to schedule patients, and order and review laboratory tests
Building and Maintaining Relationships
  • Working collaboratively with other interdisciplinary team members, programs, agencies, community based-programs and families/significant others
  • Establishing and maintaining cooperative working relationships with patients, peers, supervisors, and managers to achieve program goals
  • Providing compassionate care in fulfilling nursing responsibilities

  • Assessing patients and identifying appropriate clinical needs
  • Solving problems by making sound clinical decisions and critically thinking of patients' needs and their assessment
  • Identifying priorities based on patients' clinical presentation

RECRUITMENT PROCESS

After screening, only those candidates that meet the minimum and desirable qualifications will be referred to the next step in the selection procedures. Online Assessments (Weighted 100%)
Applicants who meet desirable qualifications will be invited to participate in a series of online examinations related to the essential job functions. The most successful candidates will be placed on an eligible list.

Based on the Agency/Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedures.

Eligible List
Once the assessment process has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
