POSITION SUMMARY

This position oversees the project planning, testing, implementation, and support of the Public Works Department’s electronic asset management system (Cityworks), as well as the Department’s GIS asset registry. This position also performs program management duties related to the continuous development and refinement of processes, procedures, and protocols related to the Department’s asset management program.

    • Manages the planning, design, development, and implementation of the Public Works Department’s asset management systems (Cityworks, Esri ArcGIS, etc.)
    • Directs, coordinates, and supervises activities of assigned staff and evaluates and mentors subordinate staff to ensure they are trained to perform their assigned duties
    • Evaluates available software application packages, prepares requests for proposals (RFPs) and evaluates bids for recommendation of award
    • Reviews contract agreements and suggests changes in terms that will benefit the City, negotiates contract terms and pricing with prospective vendors, and consults with legal counsel and Department Management, as necessary, to ensure contracts are in the best interest of the City
    • Maintains and evaluates Cityworks functionality to ensure optimal system operation and continuous process improvement for the Public Works asset management program
    • Maintains an asset registry and provides condition assessment and lifecycle data for assets to assist in Departmental project planning and budgeting
    • Keeps abreast of changes in the asset management and GIS industry in terms of equipment, software, communications, standards, procedures, and techniques
    • Interviews candidates for employment and recommends, in the interest of the City, the hiring of eligible applicants, as well as the transfer, promotion, reassignment, discipline, and/or termination of subordinate staff
    • May participate in the administration of collective bargaining agreements and in the adjustment of grievances
    • Assists with critical Public Works asset management and GIS application errors during off hours as required
    • Performs other related work as required


JOB REQUIREMENTS & WORK ENVIRONMENT

Bachelor's Degree in business administration, computer science, geography, engineering, mathematics, or other related fieldFive (5) to seven (7) years of experience with utilizing Cityworks® software, ESRI software, GIS-centric or other asset management systems, as well as management of software development projects and supervision of subordinate staff. Additional qualifying experience or completion of coursework at an accredited college or university in a job-related field, may substitute on a year-for-year basis for the required experience or education.
Special Requirements:

Essential Employees may be required to work during a declared emergency. The employee’s Department Head will determine who will be required to work.

PHYSICAL STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS:

The position involves light physical demands, such as exerting up to 20 lbs. of force occasionally, and/or up to 10 lbs. of force frequently, and/or a negligible amount of force constantly to move objects.

Applicants must attain a minimum score of 70 in each part of the examination in order to qualify. All successful applicants may be required to take a medical examination and/or pass a drug screening prior to appointment.

An eligible veteran who enters an open-competitive examination shall receive preference points added to the total passing score earned in the examination as provided for in the Florida Statutes. To obtain veteran's preference, candidates MUST submit a copy of separation papers and the City of Fort Lauderdale's veteran's preference claim form J-204 .
