Job Description

Summary

Under general supervision, the Senior Engineer manages the City’s transportation and sewer improvement programs by analyzing and identifying needed improvements and planning, designing, and procuring contracts to complete improvements.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Manages various projects; develops street, sidewalk and utility construction designs; oversees construction processes, schedules, site/project inspections and finances/project budgets; manages the work of consultants, contractors, and inspectors; reviews and approves material submittals; conducts site visits from Pre-construction to project acceptance to monitor project progress.
  • Prepares technical reports, calculations, drawings/plans/maps; writes specifications and bid/contract documents for professional services and construction projects.
  • Review consultant plans public works for accuracy and compliance with applicable standards.
  • Orders and reviews data and surveys; assesses public needs and impact; reviews construction feasibility.
  • Participates in contract procurement including public bidding and consultant selection.
  • Participates in program management tasks such as planning, budgeting, goal setting, and progress measurement.
  • Provides on-site technical assistance and expertise to develop solutions for emerging/emergent requirements that may include facility maintenance troubleshooting, emergency response efforts, planning support, new commercial/resident development review support, etc. to both City staff and the public.
  • Coordinate as necessary with utilities, funding agencies, regulatory agencies, local jurisdictions, and the public.
  • Advanced understanding of WSDOT Standard Specifications, statutory requirements, and industry standards.
  • Performs related duties as assigned.


Qualifications

Education, Training, and Experience Guidelines

Bachelor’s degree in Civil Engineering or related field AND four (4) years of transportation system of infrastructure design and construction management experience for a public agency; OR an equivalent combination of education, training, and experience.

Knowledge, Skills and Abilities

Knowledge of:
  • Applicable local, State, and Federal laws, codes, regulations, and ordinances.
  • General office policies, procedures, and equipment.
  • Principles and fundamentals of engineering, design, surveying, ERSI and GIS tools.
  • Customer service principles, practices, and etiquette.
  • Project management principles and methods.
  • Records maintenance and retention policies and procedures.
  • Public bidding, contracting, and procurement processes.
  • Software and applications used for mapping and electronic drafting.
  • Contract language and negotiation.

Skill in:
  • Maintaining accurate records and filing systems.
  • Reading and accurately interpreting plans and blueprints.
  • Using electronic drafting, mapping and application software to include AutoCad Civil 3D and Bluebeam.
  • Interacting tactfully and professionally with City staff, outside agencies, and the public.
  • Organizing and prioritizing tasks to meet deadlines.
  • Completing multiple tasks simultaneously.
  • Typing and entering data with speed and accuracy.
  • Preparing clear and concise communications, reports, and technical documents.
  • Analyzing complex issues and implementing appropriate responses.
  • Establishing and maintaining cooperative working relationships.
  • Communicating effectively verbally and in writing.

LICENSE AND CERTIFICATION REQUIREMENTS
  • A valid State driver’s license shall be required.
  • Must be a licensed Professional Engineer (PE) - Civil or have the ability to obtain within six months of hire.
