Job Description

Job Summary
Professional civil engineering position requiring the capability of independent and complex analysis in providing engineering services to the City of Bryan, including project management for Capital Improvement Project delivery.

This position will also be responsible for the technical review of site drainage plans, hydraulic and hydrologic drainage analyses for land development, utility, transportation and other public infrastructure projects.
Essential Job Functions
  • Oversees floodplain issues, reviews flood studies, maintains appropriate records, and serve as Floodplain Administrator for the City.
  • Manages participation in the National Flood Insurance Program and the Community Rating System.
  • Serves as project manager on engineering contracts for special studies and/or project design, construction project management for drainage improvement projects, and on issues relating to modifications or amendments to public policy issues.
  • Reviews and approves infrastructure designs, floodplain analyses, and specifications for capital and development projects.
  • Provides technical support to city staff and citizens on stormwater and drainage related issues.
  • Provides team leadership in the preparation of plans, contract documents, and specifications; acts as Engineer of Record for projects designed.
  • Estimates cost of proposed projects to aid in determining priorities, and project feasibility, and to ensure orderly disbursement of public funds.
  • Participates in master planning infrastructure needs for the City.
  • Reviews development proposals for compliance with city regulations and communicate these regulations to developers.
  • Performs related duties as required.
  • Responds regularly and promptly to work.
Minimum Qualifications
Graduate Civil Engineer:
  • Bachelor’s degree in Civil Engineering. Previous related work experience is preferred, but not required.


Civil Engineer:
  • Bachelor’s Degree in Engineering plus at least four (4) years of professional experience in drainage design, floodplain administration, and/or management of capital improvement projects for public infrastructure (water, sewer, streets, drainage); OR an advanced degree plus at least two (2) years of experience as listed above.

Equivalent combinations of education, experience, certification, and training, may be considered.

Licenses, Certifications & Special Requirements
Graduate Civil Engineer:
  • Certification as an Engineer-in-Training ( EIT ) is preferred, but not required. Certification must be obtained within one (1) year of hire.
  • Certification as a Floodplain Manager ( CFM ) is preferred, but not required. Certification must be obtained within six (6) months of hire.
  • Texas Class C driver’s license with a good driving record as measured by the City’s evaluation system.


Civil Engineer:
  • Registered as a Professional Engineer (PE), preferably in Texas. If registered in a different state, must apply for and obtain Texas PE within one (1) year of hire.
  • Certification as a Floodplain Manager ( CFM ) is preferred, but not required. Certification must be obtained within six (6) months of hire.
  • Texas Class C driver’s license with a good driving record as measured by the City’s evaluation system.
