Summary

This position provides executive oversight of the following departments: Finance, Procurement and Business Services. Responsible for overall strategic direction of agency in terms of financial activities and budgeting.  Ensures proper financial controls are in place and that financial transactions support the overall business strategy while conforming with applicable laws and regulations including procurement regulations; ensures timely preparation of financial or regulatory reports according to internal controls and external requirements.  Acts as Treasurer/Secretary of Transit Employees’ Pension Plan, ensuring compliance with regulations and proper program oversight.

Job Description

ESSENTIAL FUNCTIONS:

  1. Supervises and oversees the following key business areas:  Customer Service, Cashiers, Fare Collection, Payroll, Accounting and Procurement.
  2. Develops and administers annual organizational budget and revisions as requested.
  3. Ensures accurate reporting of all company financial and statistical data, and completion of annual audits of financials, pension and OPEB plan.
  4. Prepares and distributes weekly, monthly, and annual reports to management.
  5. Ensures procurement system meets company needs, including compliance with FTA and Milwaukee County regulations as applicable, and that MCTS is meeting supply chain needs.
  6. Monitors monthly financials including projections.
  7. Ensures timely and accurate payment of employee and retiree payroll.
  8. Manages fare collection system including changes, upgrades, processing of revenue, and reporting on results and trends.
  9. Manages Business Services to ensure customer needs are being met and fare sales are being maximized.  This includes oversight of call center, institutional sales, reception and reduced fare.
  10. Oversees fuel futures program to ensure stability of fuel budget.
  11. Completes financial reporting for Milwaukee County Department of Transportation (oversight agency) and Milwaukee County as requested, and coordinates exchange of financial and grant data between those agencies and other outside agencies.
  12. Hires, trains, reviews and disciplines direct reports (3), and assists, trains and monitors indirect reports on same matters.
  13. Creates business processes and systems.
  14. Acts as a member of the Executive Team to motivate employees across the organization to actively engage in work, develop potential and create a positive work environment.
  15. Oversees and monitors retirement systems including pension, OPEB and 457 plan.  Attends Pension and OPEB Board meetings and ensures timely preparation of audit and actuarial reports for the Pension and OPEB plans.
  16. Performs other duties as required.

Job Requirements

QUALIFICATIONS:

  1. Bachelor's Degree in Accounting or Finance required. In lieu of a degree, 9 years of experience in a similar financial executive management role with full responsibility for financials and management of multiple teams and direct reports will be accepted.
  2. Nine (9) years of experience required in a related executive management role.
  3. Experience with complex accounting software or ERP systems required.  Experience with Microsoft Dynamics helpful.  
  4. Master’s Degree preferred.
  5. Experience in public transportation or government structure preferred.
  6. CPA preferred.

 

KNOWLEDGE, SKILLS, AND ABILITIES:

  1. Knowledge of  FTA (Federal Transit Administration), ADA (Americans with Disabilities Act) laws and related public transit operations, trends and needs.
  2. Knowledge of MCTS areas and departments.
  3. Knowledge of local, state and federal government funding programs as they relate to public transit.
  4. Demonstrated abilities in organizational and management practices relating to procurement, financial management, policy development, budgeting, and contract compliance.
  5. Knowledge of call center operations and front office operations.
  6. Skilled in financial principle application.
  7. Skilled in procurement and contracting of services from outside vendors, including requests for proposals and implementation processes.
  8. Ability to generate reports and documents through computer programs including budget not limited to accounting software, Excel spreadsheets, word processing, and PowerPoint.
  9. Ability to manage large budgets ($150M+) and develop long term financial strategies for agency with multiple funding sources, and effectively communicate those strategies to peers and direct reports.
  10. Ability to manage conflict and balance competing interests from multiple stakeholders.
  11. Ability to develop and execute company strategies to attain outcomes for set goals.
  12. Ability to develop and maintain effective and appropriate working relationships.
  13. Ability to communicate effectively, both verbally and in writing.
  14. Ability to work independently.

 

PHYSICAL REQUIREMENTS AND ENVIRONMENTAL FACTORS:

  1. Work is frequently conducted in an office or similar indoor environment relatively free from unpleasant environmental conditions or hazards.
  2. Physical requirements are those described as sedentary work, which includes exerting ten (10) pounds of force occasionally, a negligible amount of force frequently and/or constantly having to lift, push, pull or otherwise move objects, including the human body.
