Determines the proper staffing and service levels, tracks and assesses the efficacy and efficiency of processes and methods used to deliver services; and distributes resources appropriately.
Plans, directs, and assists, through subordinate level management staff, the Economic Development Department work plan; allocates projects and programmatic area of accountability; examines and assesses work practices and protocols; and convenes with key personnel to identify and address issues.
Acts in the absence of the Economic Development Director and as a professional resource/advisor to employees and management; including any special committees with regards to economic development programs.
Assists with the development of the department budget; forecasts funds needed for staffing, equipment, materials and supplies; and implements budgetary adjustments, as needed.
Conduct return on investment analysis (ROA) of businesses seeking to relocate or expand in Fort Worth, and evaluate possible incentive recommendations made to city leadership.
Oversees the City’s programs and planning for targeted development projects for neighborhoods. In collaboration with the Director, works with neighborhood groups and representatives, community service providers, business owners and developers to address neighborhood issues and concerns related to preservation and quality of life issues, community revitalization, and small business development.
Develops requests, evaluates and negotiates proposals for contracting various services.
Provides guidance, mentorship, and supervision to departmental staff, fostering a collaborative and productive work environment that promotes growth and development.
Performs other related duties as required.

Education and Experience
Qualified applicants will have a Bachelor’s degree from an accredited college or university with major course work in Public Administration, Business Administration, Planning, or a related field and six (6) years of increasingly responsible experience in economic development, community development, and/or diversification, human resources management, government relations, or a closely related field, including three (3) years of administrative and supervisory responsibility. A Master’s degree in these fields is preferable and professional certifications, such as Certified Economic Developer (CEcD), Economic Development Finance Professional (EDFP) or working towards certifications will be given preference.
Salary
The City of Fort Worth is offering a competitive salary between $145,000 – $167,000 commensurate with experience and a comprehensive benefits package. Relocation assistance will also be available for the successful out-of-area candidate.

The Position
Reporting to the Assistant City Manager, the Community Development Director is a knowledgeable and visionary member of the City’s Executive Leadership Team responsible for leading a high-performing Community Development Department. The Director actively engages in all segments of the community to focus on community planning and livability, citizen engagement, interagency collaboration, Durango’s Urban Renewal Authority, land use permitting, and code compliance. Initiates and leads the implementation of the Community Development components of the City’s Strategic Plan. Ensures that Strategic Plan goals and objectives are integrated into the operations of the Community Development Department.
Leads the establishment and the communication of the vision and strategic direction to staff, partner entities, and the community.

The Ideal Candidate
The ideal candidate will have extensive experience in urban planning, community planning/livability, inter-agency collaboration, land use permitting, building inspection, and code compliance. The ideal candidate should have the ability to foster community and economic development opportunities, and have experience in strategic planning, and developing and monitoring departmental budgets.

Under this form of government, the eligible electors of Durango elect five residents to serve a four-year term as members of the City Council to represent them and serve as the legislative and policy-making authority for the City. The council elects a mayor from among its members to a one-year term of office.
The Position
Reporting to the Assistant City Manager, the Community Development Director is a knowledgeable and visionary member of the City’s Executive Leadership Team responsible for leading a high-performing Community Development Department. The Director actively engages in all segments of the community to focus on community planning and livability, citizen engagement, interagency collaboration, Durango’s Urban Renewal Authority, land use permitting, and code compliance. The Director must exercise a high degree of independent judgment, be capable of crafting solutions to complex problems, be a skilled negotiator, and conduct all work with tact and diplomacy. The Director coordinates assigned activities with other City departments, works in partnership with the Housing and Tourism Office, and collaborates with outside agencies while also providing highly responsible and complex policy and program support to the City Manager and Assistant City Manager.
Responsibilities and Duties
Initiates and leads the implementation of the Community Development components of the City’s Strategic Plan. Ensures that Strategic Plan goals and objectives are integrated into the operations of the Community Development Department.
Leads the establishment and the communication of the vision and strategic direction to staff, partner entities, and the community.
Assumes full management responsibility for all Community Development Department services and activities, including the development and implementation of Department goals, objectives, policies, and priorities for each service area; maintains sensitivity to the impacts of decisions, including legal liability, community perception, and statutory violations.
Identifies and facilitates departmental initiatives to foster community and economic development opportunities by setting broad objectives and maintaining accountability for overall results.
Serves on the City’s Executive Leadership Team and leads efforts to foster interdepartmental collaboration and alignment.
Serves as the overall authority on the Department budget by initiating and facilitating the creation of an effective annual budget for the Department; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.
Monitors, pursues and secures funding for community development activities and programs.
Provides support for the City Manager’s Office in communicating about complex community issues, analysis, and policy options to elected and appointed officials and partner organizations.
Manages sensitive or confidential information regarding personnel, real estate transactions, policy discussions, and legal positions and exercises discretion and integrity to achieve City-wide goals.
Manages the development and implementation of Department goals, objectives, policies, and priorities for each assigned service area.
Establishes, within City policy, appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly.
Plans, directs and coordinates the Department's annual work plan; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with management staff to identify and resolve problems.
Supports the work of the Durango Urban Renewal Authority (URA).
Oversees and directs planning activities, including project reviews, plan reviews and design reviews; formulates research and analyze policies.
Directs and oversees the interpretation, amendment and enforcement of codes and ordinances, particularly the City’s Land Use and Development Code.
Attends a variety of meetings including City Council meetings, study sessions, and related meetings; prepares documentation and presentation materials and present these materials as needed.
Responds to citizen requests in an appropriate and prompt manner.
Provides primary responsibility and accountability for Department Budget. Facilitates the creation of an effective annual budget for the Department; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves and monitors expenditures and implements budgetary adjustments as appropriate and necessary.
Represents the Community Development Department to other City departments, elected officials and outside agencies; coordinates Department activities with those of other departments and outside agencies and organizations.

Education and Experience
Qualified applicants will have a bachelor’s degree in public administration, business administration, urban planning or a related field, with at least seven (7) years of increasingly responsible experience in urban planning, public administration, and building inspection, including three years of supervisory and administrative responsibility. A master’s degree in public administration, community planning, business administration or a related field is preferred. An American Institute of Certified Planners (AICP) Certification is preferred.
The Ideal Candidate
The ideal candidate will have extensive experience in urban planning, community planning/livability, inter-agency collaboration, land use permitting, building inspection, and code compliance. The ideal candidate should have the ability to foster community and economic development opportunities, and have experience in strategic planning, and developing and monitoring departmental budgets.

Maintains City-wide capital improvement plan schedule; evaluates plans to ensure they are meeting planned scope of work, schedule, and budget; performs field reviews of project activities.
Participates in conferences and discussions with various field representatives for the purpose of reviewing potential problem areas.
Provides engineering expertise, guidance and planning for the City’s construction program; provides technical and professional guidance to all assigned personnel.
Prepares revisions to plans, reports, and specifications for approval by the Public Works Director/City Engineer.
Ensures operational and administrative completion before transferring projects from construction phase to operation and maintenance status.
Attends various meetings and coordinates with other City departments and various local, state, and federal agencies regarding implementation and explanation of new programs, problem resolution, and explanation of policies and objectives of the City.
Provides recommendations for the development of revenue programs which recover the City’s cost of providing engineering services.
Performs preliminary engineering review and consultation on various public and private projects with various developers, designers, and project engineers; reviews maps, plans, specifications, and projects for compliance with sound engineering practice and existing laws; and reviews initial studies and environmental impact reports for adequate mitigation of infrastructure impacts.
Negotiates, in conjunction with other City management, all developer agreements and reimbursement agreements, in order to provide for the orderly and equitable administration of developer contributed assets.
Develops and implements City standards and procedures for engineering related functions; maintains City’s construction records.
Prepares and presents comprehensive technical reports and economic analysis, including the comprehensive Fee Schedule analysis and comparison studies, estimates for operational and capital budgets, manpower projections and traffic safety, and engineering analyses. Compiles annual Public Works Department fee schedule and listings of fees to build, plans and schedules long-range engineering, planning programs, and environmental impact reports.
Prepares city policies and guidelines for engineering activities including the installation of traffic control devices, traffic calming policy, pavement markings, street lighting, and various studies to meet the operational needs of the City.
Selects, trains, motivates, and evaluates engineering personnel; provides or coordinates staff training; works with employees to correct deficiencies; prepares performance evaluations, professional development plans, and performance improvement plans.
Manages the City’s construction inspection services which include the collection of fees.
Oversees inspection work orders and proper receipt of assets; monitors development activities as necessary to ensure that easements, land and other assets are transferred into the City’s name.
Plans, organizes, coordinates, directs, and/or conducts administrative and Assistant Public Works Director management studies relating to the City’s Public Works Assets and Services.
Coordinates planning, analysis, and development of special projects and studies related to Public Works Assets and Utilities.
Works closely with Operations to optimize designs that enhance the City’s ability to reduce operating and constriction costs while maintaining flexibility and reliability.
Coordinates and collaborates with other functional departments to ensure that the Public Works Department goals and objectives are properly aligned with those of the City.
Develops and implements division work plans; assigns work activities, projects and programs; monitors workflow; reviews and evaluates work products, methods, and procedures.

THE IDEAL CANDIDATE
The ideal Assistant Public Works Director candidate is a visionary, strategic, and empathetic leader who is an effective communicator and will assist the Public Works Director in managing and directing the Engineering Division. The successful candidate will have a proven track record of developing goals and objectives, and demonstrate expertise in organizing, directing, advising, and assisting the activities of the Engineering Division, including the preparation of plans and specifications, engineering design, drafting, surveying, reduction of survey notes, public works inspections, public works engineering office activities, and field engineering. Under the direction of the Public Works Director, the ideal candidate will make policy recommendations on City standards and codes, regarding traffic, infrastructure, and public works activities. Manages and delegates design work through consulting engineering firms, which includes the preparation of design data and official cost estimates.
Implements long range and immediate plans and objectives of the City, and formulates into specific capital improvement plans.
Maintains City-wide capital improvement plan schedule; evaluates plans to ensure they are meeting planned scope of work, schedule, and budget; performs field reviews of project activities.
Participates in conferences and discussions with various field representatives for the purpose of reviewing potential problem areas.
Provides engineering expertise, guidance and planning for the City’s construction program; provides technical and professional guidance to all assigned personnel.

Prepares and presents comprehensive technical reports and economic analysis, including the comprehensive Fee Schedule analysis and comparison studies, estimates for operational and capital budgets, manpower projections and traffic safety, and engineering analyses. Compiles annual Public Works Department fee schedule and listings of fees to build, plans and schedules long-range engineering, planning programs, and environmental impact reports.
Prepares city policies and guidelines for engineering activities including the installation of traffic control devices, traffic calming policy, pavement markings, street lighting, and various studies to meet the operational needs of the City.
Selects, trains, motivates, and evaluates engineering personnel; provides or coordinates staff training; works with employees to correct deficiencies; prepares performance evaluations, professional development plans, and performance improvement plans.
Manages the City’s construction inspection services which include the collection of fees.
Oversees inspection work orders and proper receipt of assets; monitors development activities as necessary to ensure that easements, land and other assets are transferred into the City’s name.
