The Department of Public Health (DPH), Black Infant Health (BIH) Program is recruiting for a Public Health Nurse II (PHN II) who provides assessments of individuals, families and communities participating in the program. BIH provides culturally relevant, client-centered, strength-based and cognitive skill building services to eligible African-American participants for improving maternal and child health. Duties include case management, coordinating and assisting with access to care; developing treatment plans; providing consultation on medical, dental, and behavioral health assessments; acting as a nurse liaison with public and private agencies; providing assessments and referral for school district students; and conducting disease control measures.

Black Infant Health Program

Within a culturally affirming environment and honoring the our unique history, the Black Infant Health (BIH) Program uses a group-based approach with complementary client-centered case management to help women develop life skills, learn strategies for reducing stress, and build social support. BIH participants participate in weekly group sessions, supported by one-to-one case management, designed to help access their own strengths and set health-promoting goals for themselves and their babies.

  • Recruitment Bonus : Eligible employees hired into a regular classified position from this recruitment may be eligible to receive $3,000 in total compensation. Please see CNA MOU for details.

  • Telework Program: The County allows for the use of telework to qualifying County employees where business needs permit to efficiently serve the community and maintain employee productivity during public health emergencies. Candidates, upon successful completion of a probationary period, may potentially have the option to telework based on their assignment.


CONDITIONS OF EMPLOYMENT

Travel/Driver License: Travel throughout the county is required. Employees will be required to make provision for transportation. At the time of hire, a valid California Class C driver license and proof of automobile liability insurance must be produced and maintained for the individual providing the transportation.

Pre-Employment Process: Prior to appointment, applicants must pass a background investigation which includes verification of employment history and education, fingerprinting, physical exam, and drug screening

Continued Education: Additional training/coursework may be required.
Trainee Period: Public Health Nurse I must be promoted to journey-level classification upon successful completion of the trainee period (e.g., preceptorship, orientation, and/or certification, as applicable), or be terminated. Refer to the MOU for additional information.

Public Health Nurse Certification: RNs must possess a bachelor's degree (or higher) in Nursing to apply for California Public Health Nurse certification. Applicants who do not possess a Bachelor's degree (or higher) in Nursing at the time of application submission will be disqualified. Minimum Requirements

Applicants must meet both of the following licensure/certification -and- experience requirements:

Licensure/Certification: Applicants must possess and maintain all of the following items:
  • A valid Registered Nurse (RN) license issued by the California Board of Registered Nursing (CA BRN),
  • A valid Public Health Nurse (PHN) certificate issued by the CA BRN,
  • A valid Healthcare Provider Basic Life Support (BLS) certificate.


-AND-

Experience: Applicants must meet one of the following experience options:
  • Option 1: Three (3) months of full-time equivalent experience as a licensed Public Health Nurse.

-OR-
  • Option 2: Three (3) months of full-time equivalent experience in home health or home visiting as a licensed Registered Nurse.

The ideal candidate possesses e xcellent community engagement, population based assessment, and evidenced-based service-delivery skills and experience; a background in women's health, the life course perspective, infant behavior and development, health education, and an understanding of the complex, interrelated issues and concerns contributing to health disparities affecting African Americans. Further, it is imperative that the candidate fully embraces and supports the BIH Governing Concepts of cultural competence, client-centered, strength-based, and cognitive skill building approaches.
