General Description and Classification Standards

The Business Systems Analyst, Senior’s role is to plan, design, develop, and launch efficient business and operations systems in support of core organizational functions and business processes. This includes gathering and analyzing data in support of business cases, proposed projects, and systems requirements. The Business Systems Analyst is also responsible for generating and compiling reports based on the findings, complete with probable causes and possible solutions to systems issues. This individual will apply proven communication, analytical, and problem-solving skills to help maximize the benefit of IT system investments. Analyzes complex business problems to be solved with automated systems. This is a fully seasoned professional level capable of independently carrying out most assignments typical of the profession. This level would be attainable by multiple incumbents in a work group (not necessarily by all) but would not be an "automatic" promotional level.

This position leads the requirements development for applying technology to satisfy business needs. Defines and documents internal and external user interfaces and supports system and data requirement clarification and definition. Also, acting as the liaison among internal stakeholders to analyze, document, communicate and validate business and system requirements for platform applications

Works under very general supervision. Depending on organization structure, may work

independently with responsibility for an assigned function or program.

Analyzes complex business problems to be solved with automated systems.

Provides technical expertise in identifying, evaluating, and developing systems and procedures that are cost effective and meet user requirements. Typical projects assigned might include issues affecting multiple systems or departments, software selection, or significant changes in processes.

Configures system settings and options.

Plans and executes business unit, integration, and acceptance testing.

Creates specifications for systems to meet business requirements.

Designs details of automated systems.

May provide consultation to users regarding automated systems.

Technology Solutions Implementation: Leads the definition and execution of enterprise-level technology solutions; Assists in the coordination and execution of implementation plans; Supports post-implementation analysis and review to ensure realization of expected project benefits; Performs data analysis by monitoring end-to-end business applications or infrastructure. Configure and implement new systems and/or enhance existing systems. The abilities to troubleshoot and resolve complex system issues.

Reporting and Resource Management: Manages deployment of resources to ensure successful execution of service delivery; Produces reports, timelines, and graphics using desktop tools to satisfy user requests, process analysis, data sampling, and test verification.

Provides IT input to assigned City departments' business plans. Works with project managers and outside resources to ensure client needs are met.

Decision Making

Selects from multiple procedures and methods to accomplish tasks. Applies organizational policies; may interpret organizational policies and recommend exceptions. Establishes work methods, timetables, performance standards, etc.

Leadership Provided

Routinely provides work group leadership, guidance, and/or training to less experienced staff. May lead cross functional team to address business issues.

Qualifications

Minimum Qualifications - Education and Experience

Bachelor’s degree in computer science (equivalent professional experience may be considered for substitution for the required degree on an exception basis)

3 to 5 years of QA/QC experience.

Preferred Qualifications - Education & Experience

Master’s degree in computer science (equivalent professional experience may be considered for substitution for the master’s degree on an exception basis) with 5 - 8 years directly related professional

Must be able to pass a Background Check
