The Public Health Nurse series performs a full range of professional nursing services within the Health Division. The Public Health nursing services encompass health promotion, the care and prevention of disease or disability and rehabilitation, as well as health teaching, anticipatory guidance, and counseling. Services are provided Countywide in homes, clinics and other community settings. The Public Health Nurse position is assigned to work in a wide variety of public health nursing programs, clinics, and projects. Incumbents utilize nursing intervention skills to prevent disease, promote healthful behavior, and alleviate conditions adversely affecting the health and safety of individuals, families, and the community.
The Recruitment Process

Example of Duties
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Provide a wide variety of nursing services to individuals and families in homes and community facilities; promote health and the prevention of disease and disability; provide services in the areas of maternal, infant and child health, adult health, senior health, and medical and surgical nursing.
Perform epidemiological investigations and control communicable and chronic diseases through instructions in nutrition, preventive medicine, immunization programs and case follow-up.
Refer individuals and families to appropriate agencies and clinics for necessary service; coordinate services with private, public, and voluntary health and social services within the community.
Make home visits to a variety of high-risk clients and their families to provide public health nursing services; demonstrate nursing care to members of the family or other persons giving care.
Develop nursing intervention plans; monitor health plans and ensure that follow-up services are provided and documented.
Cooperate with other health team members and agency personnel to plan and implement patient care.
Perform clinical skills such as giving injections, dispensing medication, and assisting with examinations.
Evaluate health needs of individuals and special population groups such as the elderly, the culturally, economically, or geographically disadvantaged, and those choosing alternate life styles.
Provide physical assessment of children and adults to assure early detection and referral of deviations from normal.
Provide case finding, education, referral, and follow-up of persons at high risk of complications throughout pregnancy, child rearing, infancy, and childhood; conduct parent counseling and case management of children with handicapping conditions.
Conduct health appraisals and developmental evaluation tests, prepare appropriate records and arrange follow-up based on findings.
Teach and counsel individuals, families, and groups regarding specific diseases or health conditions, health maintenance, health promotion, and rehabilitation.
Assist individuals and families to recognize their health problems and refer them to appropriate resources for care.
Detect new and early cases of physical and emotional illness, including substance use/abuse interventions.
Interpret physicians' recommendations and perform treatment as prescribed.
Participate in defining community health needs.
May participate in preparation of procedure manuals, forms, instructional materials, surveys, and questionnaires.
Attend staff meetings, in-service training, team meetings, and case conferences.
Make presentations to community groups.
Prepare statistical and other reports, charts, records, and other required documentation.
Perform related duties as assigned.
Public health principles, methods, and practices, and the application of nursing.

Exercise independent judgment to plan, organize, and carry out public health nursing activities in a local area.
Work effectively with individuals and families to assist them in satisfactory solution of health problems.
Assess community, individual, and family-health needs and problems; work toward their solution.
Perform assessment of health status determining the need for a level of nursing and/or medical care needed.
Identify problems and develop a plan for follow-up.
Make home visits in assigned geographic areas.
Adapt to various working environments; demonstrate willingness to accept assignments in various cultural, physical, behavioral, and environmental settings of patients.
Teach and counsel individuals and groups.
Demonstrate tact, diplomacy, and compassion.

EXPERIENCE AND EDUCATION :
To qualify for this classification, an individual must possess the following combination of experience and education that would likely produce the required knowledge and abilities. A desirable combination is:
No related experience is required. Experience in Maternal Child and Adolescent Health is highly preferred.
Equivalent to graduation from an accredited college or university with a Baccalaureate degree in Nursing from a program accredited by the National League for Nursing.
Required License and Certificate:
Possession of a valid license as a Registered Nurse in the State of California is required.
Possession of a valid California State Public Health Nurse Certificate is required.
Possession of a valid California Driver's License.

PUBLIC SERVICES EMPLOYEES BENEFITS INFORMATION
Salaries are based on a five-step range. Appointments are usually made at the beginning step with advances occurring at six months and the completion of each year thereafter. Salary rates are reviewed annually.
