This Senior Executive Service (SES) position is in the Office of the Chief Financial Officer, Office of Budget.

The Director of the Office of Budget (OB) serves on the senior management team within the Office of the Chief Financial Officer; participates fully in developing the vision, goals and strategic direction for the organization; and ensures that the decisions and strategies are fully implemented within OB. The incumbent is responsible for designing and managing the implementation of numerous programs and activities, all of which require highly technical and complex budgetary management, planning and organizational skills. These programs have a direct and broad impact on EPA' s ability to successfully achieve its environmental mission in a manner which is effective, efficient, and within the numerous laws and regulations governing Federal budgetary management.

Job Description

Specific duties include:

  • Developing and issuing budget policies, systems and procedures for the Agency in consonance with the policies and procedures of the Office of Management and Budget.
  • Maintaining constant awareness of program needs and providing assistance in the preparation of strategy guidelines and planning premises integral to the program planning process and in the evaluation of program plans and legislative proposals.
  • Preparing the Agency's annual plan and budget.
  • Planning, coordinating, and directing the budget execution system.
  • Planning for, establishing and directing a full-time equivalent (FTE) allocation control system which identifies the status of FTE in the Agency by organizational unit.
  • Assuring that office personnel are appropriately employed, effectively and efficiently utilized, and dealt with in a fair and equitable manner.
  • Within budget constraints, obtaining and allocating the financial and material resources necessary to support the Office's programs.

To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to E.O. 14043, that requirement does not currently apply. Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.

If you are selected, you must complete a 1-year SES probationary period, if not previously completed.

The Ethics in Government Act, P.L. 95-521, requires the applicant selected for this position to submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

You will be required to obtain and maintain a top-secret security clearance.
