Evaluate existing sewage disposal and water treatment installations and facilities for regulatory compliance; evaluate need for expansion or replacement of treatment systems; evaluate well sites and well construction for code compliance and acceptance as domestic water supply; and test and assess public drinking water potability. Conduct compliance inspections of public drinking water systems and evaluate laboratory testing data related to state and federal safe drinking water standards. Evaluate solid waste handling and disposal facilities; review and recommend approval of or note exceptions to engineering reports regarding construction, operation, monitoring and closure/post closure maintenance and use; and respond to complaints and inquiries from the public regarding solid waste handling and disposal. Participate in environmental review process of assigned projects; identify and evaluate concerns regarding discretionary entitlement applications; process environmental assessment questionnaires and environmental impact reports; provide information regarding public health and sanitation issues involved in projects to proponents, the public and public hearing bodies. Conduct site assessments as part of environmental review process; develop recommendations for approval or denial; and assist staff in drafting environmental health findings and draft comments as opinion to the County Planning Division from the Environmental Health Division. Inspect and evaluate facilities that handle hazardous materials; review hazardous materials business plans for regulatory compliance; inspect above ground containers and underground storage tanks; and approve plans for and monitor underground storage tank removal and installation. Provide collection and information services for household hazardous waste; and evaluate facilities to generate and manage hazardous waste; respond to hazardous materials release/threatened release and provide technical assistance to emergency response team; and respond to complaints or requests for service from public regarding hazardous materials/waste storage, use, or disposal in business, institutional, or private residential settings. Conduct investigations and assessments and respond to complaints involving issues of environmental health and sanitation; work with all affected parties, in resolution of problems and issues; and coordinate with other County divisions and departments and other public agencies and jurisdictions to protect the public health. Provide information to the public regarding environmental health and sanitation issues and respond to questions and inquiries in the office, by telephone, in person at field sites, or through educational presentations; prepare staff and regulatory reports and correspondences; and establish and maintain appropriate and accurate files and records. WORKING CONDITIONS Work is performed in both an indoor office environment and in the field requiring travel to various locations throughout the County in a variety of outdoor weather conditions. The Positions: Electric Utility Department: The Compliance Manager for the Electric Utility (SVP) will lead the department’s North American Electric Reliability Corporation (NERC) Compliance Program. Based on SVP’s NERC Registrations as a Transmission Owner, Transmission Operator, Distribution Provider, Transmission Planner, Generation Owner, and Generation Operator, the Compliance Manager monitors NERC Reliability Standard projects and works with business units across the utility to plan a strategy for meeting compliance with upcoming regulatory changes. This position also performs ongoing reviews of the utility’s current practices, and operational events for compliance with existing reliability standards. The NERC Compliance Manager interfaces with the Western Electric Coordinating Council (SVP’s Compliance Enforcement Authority) for compliance spot checks, annual self-certifications, and the triennial NERC/WECC Audit. For the Water and Sewer Utilities Department: • Manages the City's water quality monitoring program to ensure the protection of the public and compliance with all applicable drinking water regulations as promulgated by the State Water Resources Control Board (SWRCB) - Division of Drinking Water, California Environmental Protection Agency, and U.S. Environmental Protection Agency; • Manages the City's demand side management programs to promote water conservation and the efficient use of water within the City; • Manages all State and Federal regulatory programs and issues to ensure the protection of the public and employees safety; • Manages and directs all facility environmental programs including hazardous and non-hazardous wastes, air and water permitting; and all ongoing water and sewer utility compliance with applicable regulations/standards/policies governed by OSHA, Cal OSHA, EPA, DOT, State Water Resources Control Board (SWRCB) - Division of Drinking Water and other applicable divisions, the Regional Water Quality Control Board and any other Federal, State and local regulatory agencies. Minimum Qualifications EDUCATION AND EXPERIENCE For all departments: • Education and experience equivalent to graduation from an accredited college or university with a Bachelor's degree in Chemistry, Environmental Studies or closely related field; and • Three (3) years of experience at a responsible level in regulatory compliance in the electric utility, water and sewer utility industry, or storm water pollution prevention program. Desirable Qualifications • An additional two (2) years' experience in hazardous materials, management regulatory compliance in the electric or water resource planning in the water utility industry; • A Master's degree in Chemistry, Environmental Studies, Engineering or Public Administration for positions in the Water & Sewer Utilities Department and Public Works Department. LICENSE Possession of a valid California Class C driver's license is required at the time of appointment and for duration of employment. For Water & Sewer Utilities Department: • Possession of a valid Water Distribution Operators Certificate (Grade D2, or above) or the ability to obtain that certificate within 12 months of appointment; • Possession of a valid Collection System Maintenance certificate (Grade 2 or above) issued by the California Water Environment Association or the ability to obtain that certificate within 12 months of appointment. For the Electric Utility Department: • Manages all environmental, health, safety, reliability and security programs and issues to ensure employee safety; • Manages and directs all facility environmental programs including hazardous and non-hazardous waste, air and water permitting and all facility compliance with applicable regulations/standards/policies governed by OSHA, Cal OSHA, EPA, NFPA, DOT, BAAQMD, CEC, FERC, WECC, and any other Federal, State and local regulatory agencies; • Conducts health & safety, health, physical security, environmental and behavioral based management system audits to identify existing and potential deficiencies and monitors corrective actions identified, and to assess compliance with standards and assure implementation of required changes; • Develops and implements the medical surveillance program, including hazardous materials exposure, hearing conservation, respiratory protection and any others as needed; • Coordinates all activities associated with Worker's Compensation with the Human Resources Department; and • Maintains the Material Safety Data Sheet System to ensure it is complete and up to date. For the Water and Sewer Utilities Department: • Manages the City's water quality monitoring program to ensure the protection of the public and compliance with all applicable drinking water regulations as promulgated by the State Water Resources Control Board (SWRCB) - Division of Drinking Water, California Environmental Protection Agency, and U.S. Environmental Protection Agency; • Manages the City's demand side management programs to promote water conservation and the efficient use of water within the City; • Manages all State and Federal regulatory programs and issues to ensure the protection of the public and employees safety; • Manages and directs all facility environmental programs including hazardous and non-hazardous wastes, air and water permitting; and all ongoing water and sewer utility compliance with applicable regulations/standards/policies governed by OSHA, Cal OSHA, EPA, DOT, State Water Resources Control Board (SWRCB) - Division of Drinking Water and other applicable divisions, the Regional Water Quality Control Board and any other Federal, State and local regulatory agencies. Minimum Qualifications EDUCATION AND EXPERIENCE For all departments: • Education and experience equivalent to graduation from an accredited college or university with a Bachelor's degree in Chemistry, Environmental Studies or closely related field; and • Three (3) years of experience at a responsible level in regulatory compliance in the electric utility, water and sewer utility industry, or storm water pollution prevention program. Desirable Qualifications • An additional two (2) years' experience in hazardous materials, management regulatory compliance in the electric or water resource planning in the water utility industry; • A Master's degree in Chemistry, Environmental Studies, Engineering or Public Administration for positions in the Water & Sewer Utilities Department and Public Works Department. LICENSE Possession of a valid California Class C driver's license is required at the time of appointment and for duration of employment. For Water & Sewer Utilities Department: • Possession of a valid Water Distribution Operators Certificate (Grade D2, or above) or the ability to obtain that certificate within 12 months of appointment; • Possession of a valid Collection System Maintenance certificate (Grade 2 or above) issued by the California Water Environment Association or the ability to obtain that certificate within 12 months of appointment. It provides undergraduate students with disabilities non-mandated support services, including academic advising, career planning, subject specific tutoring, scholarship guidance, graduate school advising, personal wellness counseling, assistive technology training, academic and personal skills building workshops, and financial aid and personal finance education support. The purpose of this program is to provide services to increase retention, student GPAs and graduation rates of students with disabilities. Under the general direction of the Director, the Project IMPACT Program Coordinator is responsible for implementing and monitoring all mandated services under the program, as well as providing direct service support in the above referenced areas. The Program Coordinator will be required to monitor the budget and ensure all program activities remain within grant-mandated limits; ensure all policies and procedures are followed as outlined in Federal, State and University guidelines in daily operations and decisions; conduct workshops in the areas of academic skills building, personal finance, financial aid, wellness, and assistive technology as mandated by the approved grant; and maintain all data, records and reports required by the grant program, including the Annual Performance Report, Annual Student Survey, and Graduation/Retention reports. Requirements for Deputy Coroner: Be legally authorized to work in the United States under federal law. Must be at least 21 years of age by date of appointment. Not have been convicted of a felony and not be otherwise subject to disqualification under California Government Code Section 1029.
