The role of the Research Manager is to manage the CJCC's data analysis and research efforts to assist in improving the effectiveness and efficiency of the county's criminal justice system.

Duties and Responsibilities

This is highly responsible professional that leads the CJCC's research oriented work and assists the Director in organizing, planning and supporting the CJCC's strategic goals, workgroups and committees. Supervision is exercised over supportive positions responsible for the CJCC's data infrastructure and management. This position has the responsibility for overseeing the operation of all research efforts emanating from the CJCC and requires an extremely high degree of independent judgment and initiative.

This position bridges the researcher-practitioner divide by working directly with criminal justice system decision makers and community representatives. In the context of ongoing data-guided decision making, the position provides critical research support for all CJCC initiatives and involves developing, organizing and leading relevant and methodologically rigorous research. The position applies statistical theories, techniques and methods to gather, analyze, interpret and/or report information to advance the CJCC's vision and mission. The position also provides digestible oral and written reports about complex information to decision makers and community stakeholders. Particular functions include, but are not limited to, data, policy and research analysis, research portfolio management, collection and distribution of statistical information, oral and written presentations, oversight of support staff, working collaboratively with data contributors, information technology staff and research partners, and providing high level research guidance to CJCC members and stakeholders.

Minimum Qualifications

* Master of Science or Doctor of Philosophy in Statistics, Sociology, Social Work, Human Services or Criminology
* With 5 years statistics and analysis experience.
* Strong preference will be given to an applicant, who in addition to the above requirements, possesses experience with local justice system transformation efforts.
* Experience in the public sector, governing boards and maintaining productive stakeholder relationships is also strongly encouraged.

Knowledge, Skills and Abilities

Under the leadership of the CJCC Director, the Research Manager works alongside other CJCC staff to keep the full body of positional CJCC members and CJCC community representatives coming together to continually improve the local system and advance strategic initiatives. The nature of the work includes providing the critical support necessary to ensure the CJCC is able to carry out its vision, mission and key responsibilities, such as:

  • Increase public awareness and promote transparency of the criminal justice system. For example, each spring the CJCC issues a comprehensive report on system trends, progress and challenges.
  • Collaborative efforts to study the functioning of the criminal justice system, identify areas for improvement, create and execute evidence-based, accountable and efficient transformation strategies. For example, diverse, cross-sector workgroups dedicated to key areas of the system share information, review and discuss data dashboards, objectively identify key system issues, collaboratively problem solve and advance strategic goals.
  • Advance innovations guided by research, evaluation and monitoring of policy decisions and program implementations. For example, extensive community engagement, research and analysis guided the development of the CJCC's current strategic plan, helped Charleston County secure grant funding to help break the cycle of homelessness and jail use, and is shaping the development of strategies to curb re-arrests by defendants on pretrial release.
  • Provide performance reporting for consideration by the agencies represented on the CJCC and system stakeholders. For example, in addition to workgroup efforts, data dashboards and public reports, core staff provide support and assistance as requested for each of the agencies represented.
