Under general direction, performs professional duties related to development, maintenance and support of citywide software systems. The primary responsibilities are business analysis, planning, acquisition deployment, development of technology solutions, and ongoing support of City business systems and multiple enterprise applications.

The ideal candidate must possess five (5) years of experience as a programmer analyst with an emphasis on business analysis, software development, maintenance and support. A Bachelor's degree from an accredited four-year college or university in Computer Science, Information Systems, Data Processing or extensive coursework in computer programming, database design and development, or related field.

Formulates and defines systems scope and objectives on medium to large size Enterprise Wide projects. Prepares estimates of schedule, cost, and resource requirements for development and/or maintenance related projects. Supports existing enterprise applications, plans and performs ERP system upgrades, applying regulatory year end updates and critical environment and application hot fixes, supports process automation tasks and security access. Performs design, development, testing, deployment, user training and support. Responsible for program design, coding, testing, debugging, documentation, and maintenance, using development tools according to IT Application Development standards. Defines business requirements, translates business requirements into detailed functional and technical specifications using design principles and flowcharting techniques and prototype development tools. Work with business users to understand and define requirements, create business documents, and help build business processes, procedures and business rules catalogs. Develop AS IS and TO BE business processes, plan and conduct user acceptance training, Conducts gap analysis, understand business strategic goals, determines opportunities to improve and automate processes and functions.

Designs and develops graphical user interfaces, business rules, reporting, program processing, and data base interfaces. Assigns, supervises, coordinates and reviews the work of principal subordinates and resolves problems arising from work in progress. May perform quality assurance review responsibilities. Performs other related functions as assigned.

Methodical problem solver with excellent decision making skills. Tactful and diplomatic, uses discretion when dealing with sensitive or confidential data. Minimum Qualifications

Five years of hands on experience as a fully qualified programmer analyst with an emphasis on business analysis, software development, maintenance and support. Graduation from an accredited four-year college or university in Computer Science, Information Systems, Data Processing or extensive coursework in computer programming, database design and development, or any equivalent combination of experience and training that provides the knowledge, skills and abilities listed below.

DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of: Principles, methods and techniques used in analysis, design, development, testing and implementing software solutions, information system development lifecycle and design principles, principles of relational database design, database architecture and administration, knowledge of various programming languages appropriate to specific business applications or specialized assignments; business processes; operating systems, database design. Experience with enterprise content management systems, business process automation, workflow, records management, document imaging and webform software.

Ability to: perform complex analytical tasks, work efficiently on poorly documented systems; analyze and troubleshoot and remediate application systems errors, identify, recommend and implement improvements to applications systems, effectively communicate technical information to users, work well both independently and as part of a team; perform tasks related to all phases of applications systems analysis and programming; exercise good judgment in decision making; operate with discretion while performing duties which involve highly sensitive data and access to confidential decision processes; understand business system requirements, determine user needs and prepare application requirements, test procedures and user manuals; establish and maintain effective working relationships with customers, co-workers, vendors, and management at all organizational levels; communicate clearly and effectively both orally and in writing; lift and carry objects weighing up to 40 pounds; recognize and respond to alarm sounds and equipment-generated signals.

SPECIAL REQUIREMENTS
Possession and retention of a valid California Class C driver's license. Willingness and ability to work irregular hours including evenings, weekends, and holidays as needed.

PHYSICAL REQUIREMENT: ability to lift and carry objects weighing up to 40 pounds;

RETIREMENT:
Miscellaneous (non-safety) employeeshired after January 1, 2013, whoare deemed to be new CALPERSmembers,will be enrolled in the2% @ 62CalPERS formula and will contribute 7% of reportable compensation toward this benefit. Miscellaneous(non-safety) employeeshired after January 1, 2013, who are deemed to be existing CALPERS members, will beenrolled in the2.7% @ 55CalPERS benefit formulaand will pay 8% toward cost-sharing.

HOLIDAYS: 11 holidays per year plus onefloating holiday. A floating holiday shall be credited at a rate equivalent to the employee's regularly scheduled work shift.

SICK LEAVE: 96 hours per year.

VACATION LEAVE:
  • 1-2 years = 80 hours
  • 3-5 years = 120 hours
  • 6-15 years* = 124 - 160 hours
  • 16-20 years* = 168 - 200 hours

*Includes Longevity Vacation Benefit.

MEDICAL & DENTAL INSURANCE: The City provides comprehensive medical and dental coverage plans for employees and their families.Currently the City pays a maximum of $1,800per month for family medical and $105per month for dental.

VISION INSURANCE:Employees may elect to purchase a City-sponsored vision plan.

FLEXIBLE SPENDING ACCOUNT:Three accounts are available to reduce taxable income for federal, state and Social Security tax purposes: health care ($2,750 annual maximum), dependent care ($5,000 annual maximum), Qualified Transit and Parking ($270 monthly maximum).

LIFE INSURANCE: City paid $50,000 policy plus AD&D. Optional additional coverage is available for employee and dependents at employees' expense.

DEFERRED COMPENSATION: A voluntary deferred compensation 457 plan is available.

TUITION REIMBURSEMENT PROGRAM: Available for eligible employees. Maximum reimbursement is $2,500 per fiscal year.
