Charleston County Government is seeking to fill an analyst position ("Project Officer II") within the Chief Financial Officer's (CFO) office. Applicants must be self-motivated, experience in project development, implementation, training, possess a strong financial/mathematical background, problem solving abilities, and exhibit excellent interpersonal relation skills with the ability to convey verbal, written, and financial communications in a professional manner.

HIRING SALARY RANGE: $60,507 - $75,000 (Estimated Annual Salary)

Duties and Responsibilities

The Project Officer II will work directly with the CFO, department heads, elected officials, and program managers to identify issues with budget impacts, analyze the elements of these issues, and collaborate with program managers in devising options and alternatives. The position will identify and resolve financial and analytical issues of moderate complexity, which requires strong execution and analytical abilities such as identifying and understanding issues, problems and opportunities, and devising alternative solutions, the ability to define workload and pursue it independently, completing projects accurately and timely, taking initiative including the introduction and support of changes, the ability to build and maintain relationships, and understanding operational needs and translating those needs into financial realities. Participates in special projects as assigned; working in the Emergency Operations Center when activated.

Minimum Qualifications

This position requires a Bachelor's Degree in Accounting, Business, Economics, Political Science, Public Administration or related field, supplemented by one year related experience or an equivalent combination of education and training. Applicant selected must complete the FEMA Incident Command System (ICS) courses required to work in the Emergency Operations Center.

Knowledge, Skills and Abilities

The successful candidate will demonstrate the following skills:

* Proven financial analysis and modeling skills, problem solving skills including the ability to frame an issue and structure the data appropriately for analysis
* Substantial experience with centralized governmental finance
* Ability to develop and foster relationships with internal and external customers
* Advanced software skills preferred: Excel, Word, PowerPoint, Access, as well as experience with governmental budgeting and accounting systems
* Excellent research, reading comprehension and writing skills in a professional setting
* Ability to present (written and orally) analysis in a summarized manner for staff and management
