Under the general supervision of Director of Campus Planning and Development, the Associate Director of Campus Planning is responsible for the management of the comprehensive campus planning program and campus planning team. The position will lead, prepare, research, and provide background information and material, make recommendations on campus planning issues related to the master plan, capital improvement plan, space utilization plan, project programming and design, sustainability, transportation, and regional planning efforts, with the political acumen to represent the Facilities Management Department on all campus planning efforts, both internally and externally. This includes the preparation and editing of draft documents for planning committees and workshops, and interaction and/or management of consultants associated with the campus and local jurisdictions to prepare studies and project reports, and compliance with the California Environmental Quality Act (CEQA). The position directs the planning efforts of all projects and allocates staff time and resources to meet campus master planning, capital projects planning, and space management goals while maintaining effective standards of service, guidance, and interactions provided to the campus in accordance with best business and professional practices. May stand in for Director in their absence.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following :

  • Supervises, mentors, and develops the planning team staff. Establishes expectations, goals and objectives. Evaluates and prioritizes work assignments. Ensures effective collaboration and partnerships across the Facilities Management Department (planning, design, construction, and maintenance) and the campus community. Works closely with the Director of Campus Planning and Development and other senior leadership to develop and implement policies and procedures. Leads the preparation of environmental documents and facilitates the review and processing for campus projects. This includes the preparation of Requests for Proposals and Qualifications from consultant firms; selecting and managing the work of consulting firms, and the timely filing of documentation with the Office of the Chancellor staff and appropriate state agencies.


Land Use and Master Planning:
  • Leads the campus planning team to prepare background analysis and information, correspondence, and land use planning recommendations related to long-range planning, facilities use, transportation, sustainability, and environmental review. Makes recommendations on key land use planning issues; works closely with local agencies and service providers to reach solutions and uphold the best interest of campus.
  • Oversees the implementation of the Master plan as well as preparation of Master Plan revisions and Master Plan updates, including organizing and leading public outreach efforts, preparation and processing of related environmental documents, subsequent plans and studies, and supporting documents for the Office of the Chancellor. Makes recommendations on future studies and plans related to campus infrastructure and land management.
  • Coordinates planning issues with surrounding communities and local agencies on General Plans, transportation planning, community and neighborhood planning, county, former Fort Ord and other regional planning activities. Represents the University at local agency meetings. Remains up to date on State laws impacting the campus and helps strategize and maintain compliance and reporting.

Environmental Planning:
  • Manages processes and compliance with the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA) for all projects on campus. Oversees staff and CEQA consultants in preparation of Negative Declarations, Mitigated Negative Declarations, Environmental Impact Reports (EIRs), Supplemental and Subsequent EIRs, and Categorical and Statutory Exemptions. Makes project design recommendations related to Leadership in Energy and Environmental Design (LEED), Living Community/Building Challenge, and other campus sustainability initiatives. Oversees efforts on campus habitat management.

Space Planning:
  • Provides vision and leadership in the development of the Campus Space Plan and policies related to the use of University space. Oversees development of the campus physical space needs, programming, and feasibility studies for major capital projects. Oversees the databases and information systems necessary to assess needs, make project decisions and produce reports. May facilitate Campus Space Committee meetings including preparation of agendas and supporting materials.

Capital Projects Planning and Development:
  • Oversees development of prioritized projects for annual submission of the University's Improvement Plan. Oversees development of project feasibility studies, space utilization analysis, and resulting projects into the Capital Improvement Plan. Creates and oversees a collaborative process that identifies and prioritizes all projects included in the Five-Year Capital Improvement Plan, as well as the capital and deferred maintenance budgets. Identifies needs and assists in the pursuit of funding (including but not limited to all state funding channels, other campus funding, public-private partnerships, grants, donations, sponsorships, etc.) required to build the best project for the campus.
  • Works collaborative with the Deputy Building Official to ensure scope implementation is carried through schematic design and construction documentation phases. Reviews schematic design and construction documents, and any changes, to ensure scope consistency throughout the drawing and development phases. Presents analysis and staff recommendations via clear and concise reports, presentations, correspondence and other written materials. Assist the Deputy Building Official in developing the architect/consultant Request for Proposal/Qualifications and interview selection criteria to help the campus best achieve the project scope.
  • Oversees and works closely with planning staff to manage consultants, licensed architects, engineers, Computer Aided Design (CAD) and Geographic Information Systems (GIS) professionals whose work supports the scope development and ultimate design of the project. Ensures projects are designed to the highest sustainability standards and integrates with existing and proposed campus wide systems. Ensures project is consistent with all campus plans, design standards, environmental requirements, and sustainability commitments, and has been reviewed by campus technical experts.

Other Functions :
  1. Coordinates with other offices across campus to supply data and reports, or provide professional services that supplement their activities as needed.
  2. Performs other duties as required, which may include the initiation of special studies, cost analyses, audits, background research and other facilities planning information and data.


Working knowledge of: the methods, practices and procedures of campus master planning and environmental review procedures, including capital planning and budgeting, space planning and management, transportation planning, working knowledge of CEQA, NEPA, etc.; budget policies and procedures, sustainability practices, and related grant strategies.

Ability to: independently analyze planning and development options and make appropriate recommendations, communicate effectively orally and in writing and perform complex assignments in a short time frame, apply computer-based planning tools to master planning and environmental assessment assignments, speak to stakeholder groups in-person or virtually, analyze data and make accurate projections using business mathematics and basic statistical techniques, organize and plan work and projects including managing multiple priorities, make independent decisions and exercise sound judgment, compile, write, and present reports, establish and maintain effective working relationships within and outside the work group, and serve as a liaison for the organizational unit.


Equivalent to a bachelor's degree in planning, architecture, landscape architecture, engineering or related field AND five (5) years of increasingly responsible work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs in campus planning, facilities planning, capital planning, transportation planning, environmental planning and/or assessment; general knowledge and skills with a foundational knowledge of public administration principles, practices, and methods. Additional experience, which has demonstrated acquisition and successful application of the required knowledge and abilities, may be substituted for the required education on a year-for-year basis.


Advanced degree from an accredited college or university in city/regional planning, urban design, or other planning-related field; and ten years of work experience in project planning. Ten years leading and/or supervising the work of others; or any combination of education and experience required to perform the essential duties and responsibilities of the Knowledge, Skills and Abilities listed above. American Institute of Certified Planners (AICP) certification.

Office environment with standard equipment and tasks. Position requires working at a computer and desk for extended periods of time. May require travel between campus offices and off-campus locations.
