Position Description

Forestry Program Managers plan, coordinate, and oversee activities, services, and staff in major program areas such as resource management, fire management, conservation camp management, support services management, or safety and training management. The Incumbent functions as a manager who trains supervise and evaluates the performance of subordinate supervisors; develops policies and procedures; and allocates staff and resources to accomplish goals and objectives.

The Division of Forestry's mission is to provide professional natural resource and wildland fire management services to enhance, conserve and protect forest, rangeland and watershed values, endangered plants and other native flora. The Conservation Camp Program Manager is a senior leadership position within the Division who participates in the operations team with the natural resource, fire and aviation program managers to plan, coordinate and oversee activities, services and staffing to meet the overall mission of the agency. The team is led by the deputy administrator of operation, who is the incumbent's direct supervisor. The incumbent should have a working knowledge of principles, practices and methods of effective natural resource management for forests, rangelands, and watersheds; wildland fire suppression, mitigation and prevention; federal, State and local governmental relationships and collaborative processes; and leadership principles and practices.

The Division of Forestry has a unique partnership with the Department of Corrections, using the conservation camp program, to train and provide labor skills in natural resource and wildland fire management to minimum security inmates to help rehabilitate them and reduce their return rates. The Forestry Program Manager - Conservation Camps functions as the program administrator and manager who conducts strategic planning, maintains agreements with agency partners, and establishes programmatic goals and objectives for continued development and enhancement of the program. The incumbent allocates staff and resources to accomplish priorities, tracks strategic plan implementation, supervises and evaluates the performance of subordinate supervisors, and develops policies and procedures. The program manager is responsible for training and mentoring staff in order to develop strong program leadership and must be able to develop and manage budgets as well as analyze and create reports for varying audiences.

The position requires strong leadership skills and the capability to work effectively as a member of an inclusive and multidisciplinary executive management team.

Minimum Qualifications

Bachelor's degree from an accredited college or university in business or public administration, forestry, natural resources management or related field and four years of professional conservation camp experience which included conservation and natural resource management activities, fire suppression and budget preparation, two years which included supervisory experience; OR graduation from high school or equivalent education and six years of experience as described above, two years which included supervisory experience; OR one year of experience as a Conservation Camp Area Supervisor, Fire Management Officer II, or Helitack Supervisor in Nevada State service; OR two years of experience as a Battalion Chief, Conservation Camp Supervisor, or Fire Management Officer I in Nevada State service; OR an equivalent combination of education and experience as described above.
