The Construction Inspector/Senior Construction Inspector is part of the Public Works Department and is responsible for inspecting the quality of work and materials used in a variety of public works construction projects consisting of a combination of both Capital Improvement Projects (City projects) and private development projects. The Construction Inspector/Senior Construction Inspector ensures conformance with plans, specifications, city standard details and departmental regulations.

The ideal candidate is self-driven and organized, with excellent customer service and public relation skills. This person will have public works construction inspection experience or similar experience working for a private company. The selected person will work effectively with a variety of people, including the public, contractors, and other City staff. The ideal candidate will demonstrate outstanding verbal and oral communications skills and be able to maintain a calm composure while responding to people who may be upset, irate or frustrated with a given situation.

This flexibly staffed position may be filled at either the Inspector or Senior Inspector level depending on the qualifications of the applicant and the staffing needs of the City.


Construction Inspector is the entry level class in the construction inspection series. Under close supervision, this class performs the more routine inspection work. Typically, incumbents will have demonstrated general competency and knowledge in the public works construction trades and will have some inspection experience. Positions in this series are flexibly staffed and incumbents are expected to advance to the Senior level upon gaining the required knowledge, abilities, and experience.

Senior Construction Inspector is the journey level class in the construction inspection series. Positions in this class are flexibly staffed and are normally filled by advancement from the lower class of Construction Inspector, or, when filled from the outside, require prior construction inspection experience. Appointment to the higher class requires that the employee be performing substantially the full range of duties for the class and meet the qualification standards for the class. A Senior Construction Inspector works under general supervision and is expected to perform the entire range of field inspection work requiring a complete knowledge of construction inspection principles and practices. Work in this class is distinguished from that of the Construction Inspector by the greater complexity of the assignments received and by the greater independence with which an incumbent is expected to operate. Assignments of the Senior Construction Inspector may require the indirect supervision of lower-level Construction Inspector positions.

Minimum Qualifications

Construction Inspector: A combination of education, training, and experience equivalent to completion of high school and two years of sub-professional engineering experience or four years' experience in heavy construction, wet utility construction, or traffic design and implementation. Some public works construction inspection experience is desirable.

Senior Construction Inspector: In addition, supplemental specialized training, and 18 months of experience comparable to that of a Construction Inspector with the City of Ventura are required. An Associate of Arts degree in engineering materials and design is desirable. Experience as a construction foreman or superintendent is desirable.

License: Possession of a valid California Class C driver license.

Certification: Possession of the following valid certificates is highly desirable.
  • Certified Public Infrastructure Inspector certificate (CPII) issued by the American Public Works Association
  • Construction General Permit Qualified Stormwater Pollution Prevention Plan Practitioner (QSP) certificate issued by the California Stormwater Quality Association
