The Human Resource Department, through its embodiment of the University's strategic and operational goals, supports students, faculty and staff by providing innovative, transformational and inclusive services and programs. Job Summary
The Vice President for Human Resources reports directly to the President of the University and is a member of the senior management team and Chief Human Resources Officer (CHRO) responsible for the overall direction of human resources at the University. The VP's portfolio includes stateside Human Resources, including Payroll Services and Staff Development, University Enterprises Corporation (UEC) HR and Payroll plus auxiliary units for HR and Payroll functions for the San Bernardino and Palm Desert locations. The Vice President is also responsible for the planning and management of the Human Resources Division, including fiscal planning and management for the department in the areas of Talent Acquisition, Student Employment, Employee & Labor Relations, Benefits Administration, Institutional Equity & Compliance, Compensation and Classification, Customer and Operational Support Services, Diversity, Equity, and Inclusion Staff Development Center, Payroll, Human Resources Information Systems and data management, Professional Development, and Retirement Consultation. The Vice President recommends resources, strategies and techniques accomplishing human resource initiatives, and is responsible for creating an environment that is collaborative, customer service oriented, efficient, proactive, and continually focused on business process improvement.
Diversity Equity and Inclusion
The VP of HR will work with the Co-Chief Diversity Officers to create a campus climate that welcomes, celebrates and promotes respect for the entire variety of human experience, and serves as the foundation of the university's commitment to diversity. In collaboration with the other co-chief diversity officers, the VP will advance and support the ongoing university-wide diversity, equity and inclusion initiatives and expand strategic programming. This requires expertise in change management, an ability to establish critical, productive cross-functional relationships with the Office of University Counsel among others, and transparent ongoing communication, partnership and engagement with constituents throughout the university. The successful candidate must be proactive, possessing the ability to stay several steps ahead in anticipating the needs of the co-chief diversity officers and trending diversity initiatives. The position requires a highly qualified individual that possesses the skills and knowledge of the latest research on diversity and inclusion in higher education.
Serve as the President's designee and is responsible for ensuring campus compliance with the provisions of the Higher Education and Employer/Employee Relations Act (HEERA) and related regulations. Oversees the administration of Collective Bargaining Agreements on Campus. Functions as the President's designee in responding to all grievances for all Collective Bargaining Agreements with the exception of Unit 3 - faculty and Unit 11- graduate students. Advise appropriate university administrators and staff of the Chancellor's Office regarding unfair labor practice charges. Responsible for the overall development of personnel policies and procedures for non-academic staff, as well as interpretation and application of CSU policies and state and federal employment regulations. Oversees the development of information and training programs for university managers and staff. Recommends policy changes to the President and Cabinet. Represent the university at State Personnel Board hearings
Institutional Equity and Compliance
As the University's Discrimination, Harassment and Retaliation (DHR) Officer, the Vice President is responsible for the implementation of Executive Order 1097 - a California State University System Policy prohibiting discrimination, harassment and retaliation, sexual misconduct, dating and domestic violence, and stalking against students and establishes procedures for addressing such complaints. The Vice President will be responsible for implementing and ensuring compliance of related policies, developing, and offering appropriate campus trainings, and establishing an administrative structure consistent with the Executive Order that facilitates the prevention and elimination of discrimination, harassment, and retaliation. In addition, the Vice President will work closely with the Institutional, Equity and Compliance Office, University Police Department and General Counsel to manage sex discrimination, sexual harassment, sexual misconduct, dating and domestic violence, and stalking claims that fall under the scope of Title IX regulations.
Human Resource Information System (HRIS)
Responsible for the management, processing, interfaces, and data integrity of all human resource related systems including Oracle/PeopleSoft Human Resources, the California state payroll system (PIMS) and the California state benefits management system (CalPERS) as well as shared data and interfaces with the Oracle/PeopleSoft Student Information system. Represents the University on CSU system-wide committees for these systems, including two major projects targeted for the near future to consolidate Human Resource systems across the CSU and the implementation of a new payroll system for the state of California.Employment Status

- A broad knowledge of human resources functions as well as extensive management experience acquired through increasingly responsible positions over a period of not less than 10 years in a college/university of comparable size and complexity, state or federal government agency or the private sector.
- Valid California Driver's license and insurance to be able to attend events and visit colleges and other outside constituents.
- Demonstrated experience in working effectively as a member of a senior leadership team.
- Experience with collective bargaining agreements and labor-management relations.
- Demonstrated experience with the application of principles of inclusion, equity, civility, and access in an organizational setting.
- Proven experience as a program builder and as an effective champion of organizational change.
- A demonstrated experience in working effectively with a unionized workforce and skill in developing effective performance management systems.
- Experience with federal and state regulatory compliance.
Anticipated Hiring Range: $9,167 - $27,500 per month
