ABOUT THE DEPARTMENT
The University Police Department (UPD) is responsible for law enforcement, physical security, and emergency response at Cal Poly Pomona. The department is staffed by trained police officers, professional civilian staff and auxiliary personnel and is operational 24 hours-a-day, year-round. The peace officers of this department have statewide police authority and are vested with the same law enforcement powers and responsibilities as the municipal police or sheriff's departments in any California community. The department serves as "first responder" for a broad range of crisis issues on the campus including medical aid calls, injuries and environmental emergencies. The department is responsible for response to all emergencies, crime reports and investigations on campus (except homicides and missing persons per the Kristin Smart Act). In addition, the department offers a wide range of programs and services designed to enhance the safety and security of the community and support the mission of the university. These responsibilities are carried out through a set of core values that reflect commitment to the highest standards of excellence and incorporate the community oriented policing philosophy.

The Parking & Transportation Services Division is dedicated to maintaining accessible and attractive parking facilities. Our objective is to manage parking resources efficiently so that students, faculty, staff and visitors are able to park conveniently. We also maintain commuter programs, promote transportation alternatives, mitigate traffic congestion, and reduce parking demand through a variety of ridesharing programs, services and incentives.

The University Police Department and Parking & Transportation Services are part of the Student Affairs Division whose mission is to provide quality fiscal, human and facility services in support of the university community through partnerships and innovative solutions.

DUTIES AND RESPONSIBILITIES
Management and Supervision of Police/Investigations /Dispatch:
Recruitment, hiring, supervision and monitoring of employees; determines performance standards; prepares performance evaluations; oversees overtime and special assignments; develops work assignments and schedules; provides leadership and management for the day-to-day operations; ensures compliance with department policies and procedures, union contracts and other regulatory requirements. Specific areas of supervision include general law enforcement functions; crime suppression; community oriented policing activities; identification and apprehension of violators; preparation of court packages.

InTime Workforce Management Software Subject Matter Expert (SME):
The incumbent utilizes department InTime software for scheduling and timekeeping for all Police/Parking employees. The incumbent must be proficient on how to use, maintain and troubleshoot InTime software. Incumbent¿s tasks will include downloading InTime, logging into InTime, understanding InTime concepts and navigating InTime control panels. Incumbent will be the SME for employee profile setup, schedule templates, external user setup (MyTime) and training department employees on how to use the software for timekeeping purposes.

Works closely with the department payroll coordinator and campus Payroll Services to ensure compliance with the CSU policies and procedures and collective bargaining unit agreements, utilizing two payroll software systems (PeopleSoft and InTime) regarding leave, benefits, work schedules, overtime and attendance.

The incumbent may be required to attend meetings, webinars, conference calls, and trainings related to InTime software.

Investigations:
Conducts confidential investigations and handles cases involving more serious or sensitive incidents; Investigates complaints against employees and ensures compliance with all regulatory policies and procedures; reviews designated activities as they relate to such issue as discipline, pursuits, use of force etc.; initiates corrective actions; recommends discipline; provides review and oversight for all investigations.

Planning:
Develops strategic plans for his/her area of responsibility that are consistent
with the Department, Division and University-wide strategic plans; develops and implements goals and objectives; ensures all services are responsive to the needs of the community; coordinates exchange of information with other law enforcement/public safety agencies; provides oversight for the planning, deployment, and response to major or special events and/or emergencies; develops action plans in conjunction with the Emergency Services Coordinator and ensures that the Department is prepared to handle all types of emergencies and/or disasters.

Professional Development:
Plans, develops and conducts training for staff; ensures staff receive mandatory, regulatory and professional development training; serves as a mentor for staff, students and volunteers; personally maintains professional credentials and participates in on-going training and educational activities; serves as the manager for the field training (FTO) program (Police and Dispatch); actively serves on University committees or groups as assigned; serves as liaison with other departments on campus and within the surrounding community; ensures staff participate in campus/community committees/organizations and personally attends these activities.

Event Support:
May participate in preparatory meetings regarding special events to assist with patrol/parking related topics.

Participates in on-campus events where Police/Parking employees are required to provide support during normal working hours, after hours or on weekends to provide information to visitors, campus community members or community guests

Fiscal:
Assists with the development of the Department budget and ensures fiscal management for funds assigned to the Patrol/investigations/Records/Dispatch Departments; assists with grants and fund development; assists with obtaining donations and providing services for fees to support the Police Services budget, supports University-wide advancement efforts.

Other duties as assigned:
Examples include: Serves as a member of the EOC Team; attends meetings for the Chief in his/her absence'; prepares reports; conducts divisional meetings and team building workshops, may serve as the Public Information Officer for the Police Department, etc.

MINIMUM QUALIFICATIONS
  • Minimum of five years of sworn law enforcement experience, including three years in a police supervisory capacity
  • Understand and use sound management practices
  • Ability to quickly learn the regulations pertaining to campus activities
  • General knowledge of the pertinent local, state and federal laws and appropriate sections of the California Administrative and Education Code
  • Ability to supervise and evaluate subordinate employees
  • Ability to maintain a calm, courteous and objective attitude in all situations
  • Ability to act calmly and rationally in an emergency
  • Ability to establish and maintain cooperative working relationships with the campus and surrounding community
  • Ability to prepare clear and concise reports and perform thorough investigations
  • Ability to assist in the administration of a public safety and law enforcement program in a fair and objective manner
  • General knowledge of training methods, budgetary matters, personnel procedures
  • Understanding of campus demographics, politics, and those of the local communities
  • Ability to plan, develop and manage a sound public safety and law enforcement program
  • Demonstrate knowledge and competency in NIMS/SEMS emergency management concepts
  • Meet all California P.O.S.T. minimum employment standards for a law enforcement officer
  • Have and/or be qualified for a California P.O.S.T. Supervisory Certificate
  • Possess Valid California Driver's License and insurance
  • P.O.S.T. Management Certificate or ability to obtain within two years of hire date.
