Job Description


General Description : This is a professional position that performs complex tasks in administering a variety of human resource functions, to include benefits, recruitment/selection, training, policy interpretation, salary administration, position classification and employee relations.

Organization : Reports to the Deputy Superintendent and manages 2 employees.

Essential Functions:
  • Oversees the daily operations of the Human Resources office;
  • Supervises two employees; one HR Specialist and one Part-time Polygraph Examiner;
  • Works with Superintendent and/or Designee to resolve human resource problems;
  • Coordinates health insurance, dental insurance, flexible spending accounts, disability plans, Virginia Retirement System counseling and voluntary benefits to employees utilizing benefit vendor websites.
  • Ensures timely processing of employee/retiree benefit enrollments and changes;
  • Serves as primary contact for plan vendors and third-party administrators;
  • Assists with the RFP and renewal process for all benefit plans, to include design and implementation;
  • Conducts individual counseling sessions for prospective retirees and group retirement sessions. Interprets and explains policies, procedures and retirement laws to employees, retiring employees and beneficiaries. Develops communication tools to provide information to retirement system members. Responds to retirement inquiries via email and phone. Prepares retirement and purchase of service applications. Determines retirement eligibility of members; researches and computes benefit options; computes purchase of service, withdrawal of contributions. Maintains files of all active, deferred, retired and separated members of the retirement system.
  • Assists employees on 457 matters, serving as liaison with Deferred Compensation representative;
  • Prepares communicates and distributes benefits information to employees via written materials, emails, and individual meetings;
  • Organizes and present open enrollment information to employees on health, dental, and voluntary benefits;
  • Instruct new hire orientation with all related paperwork;
  • Enter data, including set-up and maintenance into the payroll/benefit system for new hires, Open enrollment and ongoing changes;
  • Maintains confidential files related to employee benefits and employee medical information;
  • Monitors benefits for compliance with Affordable Care Act and prepares annual 1095 filings;
  • Partners with Hanover County for the responsibility of all benefit functions of the HRIS system, including procedures, maintenance of benefits, Employee Self-Service and benefit codes.
  • Performs conditional offers of employment to future employees;
  • Liaison to Hanover County for all employee benefits;
  • Process FMLA, VEC, STD and Worker's Compensation while maintaining compliancy with statutory and regulatory requirements;
  • Oversee applicant tracking system, to include daily applicants' status;
  • Maintain and coordinate scheduling with part-time Polygraph Examiner;
  • Conducts research on special projects;
  • Performs related work as assigned or directed by the Superintendent or designee.

Knowledge, Skills and Abilities : Extensive knowledge of benefits programs and federal laws such as FMLA, FLSA, HSA, COBRA, ACA and 457 administration. Considerable knowledge of Human Resources policies and procedures. Considerable knowledge of retirement benefits and related federal, state and local laws, rules and regulations. Working knowledge of all Microsoft Office Programs. Working knowledge of business English and mathematics to perform arithmetic calculations and compose correspondence. Demonstrated ability to analyze, interpret and apply laws, regulations, rules and guidelines. Demonstrated ability to develop communications, prepare presentations, conduct interviews and present information/orientation sessions to groups of people. Demonstrated ability to organize and coordinate multiple programs independently. Demonstrated ability to communicate effectively, both orally and in writing in a tactful and confidential manner in stressful circumstances to all levels of personnel, their families and insurance carriers. Demonstrated ability to maintain confidentiality of member data.

Education, Experience and Training : Bachelor's degree in related field (Personnel, Human resources, Business Administration). Requires at least three (3) years of progressive professional level experience in managing human resource benefits administration managing multiple functional areas. Proficiency to expert level use of Excel. Prior supervisory experience and experience working with the Virginia Retirement system is preferred.
An equivalent combination of education and professional level experience administering personnel policies, procedures, and programs may be accepted in lieu of preferred level of education.
