Summary

The Health and Human Services Agency (HHSA), is seeking a dynamic, resourceful, and innovative leader to assist with developing and executing the operations of HHSA’s Housing and Community Development Services (HCDS) activities.

The Assistant Director (HCDS) will assist with oversight of the activities of the department, administer daily activities, serve in the absence of the Director, and work with the management team to prepare long-term plans to achieve strategic goals.

Job Description

Duties Include:

• Assisting the Director in planning, organizing, and directing the overall “day-to-day” operations of housing and community development programs

• Collaborating with the Director to formulate County policies, procedures, and programs

• Demonstrating leadership and experience to preserve and expand safe and affordable housing opportunities, and promote a region that is Building Better Health, Living Safely, and Thriving for the County and Housing Authority

• Seeking and analyzing information, issues, and challenges in order to ensure maximum community investment

• Coordinating activities with Budget, Finance, Personnel, IT, and Contracts, and other County departments

• Preparing, administering, and monitoring the department budget within approved appropriation levels

• Consulting with managers on special conditions, technical, administrative, legal and legislative issues, and unusual or emergency field problems

• Determining appropriate action for resolution and progress

• Establishing operational mechanisms that will ensure programs are compliant with governing requirements and timely with service deliverables

• Assisting with the planning and implementation of a framework to develop affordable housing and end homelessness

Job Requirements

A bachelor's degree from an accredited U.S. college or university or a certified foreign studies equivalency AND five years of experience that demonstrates the ability to perform the essential functions of the classification.

Experience must include four years of management level experience and at least one year of supervision.

Note:  A master’s degree or higher may substitute for a total of one year of experience and cannot be applied to the required one year of supervision.
