Position Information

The California State University, Office of the Chancellor, is seeking a CHRS Project Manager to provide a full range of program and project support to the Common Human Resource System (CHRS) and CHRS Recruiting programs.

Background

The California State University (CSU) currently supports a decentralized PeopleSoft (PS) Human Capital Management (HCM) system where the Chancellor's Office (CO) and all 23 campuses maintain their own copy of the PS application, database, modifications, and configuration.

The Common Human Resource System (CHRS) is a program designed to create a single HR data management system for all of the CSU. It includes upgrading to the latest version of the PeopleSoft HR application and providing a consistent baseline of technology. One key sub-programs of this larger initiative is CHRS Recruiting, transitioning CSU campuses' Talent Acquisition systems to a cloud-based 3rd party platform.

These two core programs consist of the following sub-programs and divisions:

1. Wave Implementations

-CSU campuses perform their implementation activities and Go-Lives in Waves, beginning with Wave 1 going live in March of 2022 and the final wave going live in 2024.

-CHRS Recruiting Waves will have completed their final campus go-live by December 2021 or early 2022.

2. Recruiting Special Projects

-Significant development and functionality changes from Page Up

-Systemwide 3 rd Party integrations

-Other.

This CHRS Project Manager will be responsible for working directly with the CSU Universities' departments to ensure implementation efforts are timely and efficient throughout all aspects of the project, as well as managing the key special projects as outlined above. The CHRS Project Manager may be asked to directly manage key campus project activities, or coordinate with campus project management, dependent on campus specific requirements. The CHRS Project Manager will also work closely with the Chancellor's Office Program Team members to ensure consistency with templates, plans and project methodologies, as well as ongoing status reporting and risk mitigation.

THIS POSITION IS A LONG-TERM TEMPORARY POSITION WITH BENEFITS AND MAY BE RENEWED ANNUALLY BASED ON FUNDING CONSIDERATIONS.

Responsibilities

Under the general direction of the Program Director, the CHRS Project Manager will perform tasks and duties as follows:

Campus Project Implementation

Lead key project deliverables for campus PeopleSoft 9.2 implementations through all phases (Planning Phase, Implementation Phase, Testing/Training and Go-Live), including managing or coordinating with assigned campus project management on campus specific:

-Project plans

-Status meetings

-Status reporting

-Risk mitigation

-Go-Live checklists

-Escalations as required

-Make recommendations to Campus Leadership related to mitigating identified risks, including related to staff/resource requirements

-Work closely with key Campus Subject Matter Experts and IT Leads to identify, assign, and track the progress of tasks and identify risks

-Work closely with Campus Change Management and Communication Lead identify, assign, and track the progress of tasks and identify risks

-Assisting Campus Implementation Teams onsite with core Testing and Training activities to prepare for Go-Live

-Develop proposals for Implementation strategies / lessons learned to enhance efficiency with current and future waves.

Chancellor's Office Program Team Activities

-Point of Contact for the Campus and CO Project Deliverables

-Leverage Program Templates and Project Plans to be used in core Campus deliverables

-Participate in standing Chancellor's Office Program Team meetings and provide status reports to the Chancellor Office leadership

-Status reporting, escalation and risk management with the core Chancellor's Program Team.

Travel

Due to COVID restrictions, no travel is expected in the 2021-2022 FY, however as restrictions are lifted this role may be required to travel up to 25%.

Qualifications

This position requires:

-Bachelor's degree required

-5 years of software project management experience required

-Knowledge of Project Management principles / best practices

-Proficient in MS Office products.

-Flexibility to work on various projects and change priorities in a fast changing environment.

-Ability to overcome resistance and promote enthusiasm for projects and solutions.

-Experience handling confidential and sensitive information.

-Demonstrate experience to work effectively as part of a team.

-Demonstrate experience to supervise work.

-Detail oriented with strong analytical skills that demonstrate an ability to apply logical thinking to gather and analyze information, design and test solutions to problems, formulate plans and meet tight deadlines.

-Ability to work in a complex environment and coordinate multiple tasks simultaneously and prioritize them appropriately.

-A strong communicator, both written and verbal communications.

-Articulate and confident delivering to large audiences.

Preferred Qualifications

- Project Management Certification strongly preferred

-3 years of HR experience, preferred .

-Higher Education experience, preferred.

-Experience with SharePoint, Office365 and Team preferred.
