Job Summary

The Senior Public Health Specialist protects public health and the environment by ensuring compliance with federal, state and local health and environmental regulations by supervising and coordinating health and environmental inspections including, but not limited to restaurant, child care, and swimming pools inspections, mosquito control, on-site sewage facilities permitting and inspections, conducting public education activities, responding to citizen complaints, conducting diseases prevention activities, and environmental investigations.

Essential Job Functions

  • Supervises Sanitarians and/or Environmental Technicians and provides them all necessary support for their daily activities.

  • Performs environmental health inspections and complaint investigations.

  • Assists in the development of public health policy by developing and maintaining standard operating procedures.

  • Reviews and oversees compliance with local, state, and federal health and environmental standards.

  • Conducts and/or participates in meetings with designated staff, community meetings, interagency conferences, forums and/or focus groups.

  • Informs and interprets federal, state, and local guidelines regarding health and environmental programs.

  • Responds to disease outbreaks and natural disasters including epidemiological studies and disease surveillance.

  • Investigates noise complaints.

  • Prepares reports and maintains records of programs activities.

  • Presents recommendations to senior leaders on policy changes and guidelines.

  • Assist with the administration of various programs.

  • Performs administrative duties and customer service support.

  • Provides guidance and assist internal or external customers on certificate of occupancy applications.

  • Conducts and coordinates pesticide applications and maintain records of all activities.


Minimum Qualifications

  • Requires a Bachelor's Degree. Preference is a Master’s Degree in Public Health, Health Science, Science Education, Epidemiology and Biostatistics, Healthcare Administration, Health Services, or closely related field.

  • Proof of education in the form of official transcripts.

  • Three years of experience working in a public health/environmental health related position.

  • Applicant not already possessing a Professional Sanitarian Registration must pass the Professional Sanitarian exam issued by Texas Department of Licensing and Regulation and become a Sanitarian or a Sanitarian-in-training within six (6) months of employment.

  • Requires ability to obtain the following certifications within 12 months of hire date:
    • 40-hour Hazardous Materials Certification
    • Certified Pool Operator's Certification
    • Pesticide Applicator’s License
    • OSSF Designated Representative

  • Valid Texas Class C Driver's License.
