Position Information

The California State University, Office of the Chancellor, is seeking a Systemwide Infrastructure Services Manager to manage and oversee several ongoing systemwide infrastructure efforts that enable campus connectivity. This includes serving as the primary interface with CENIC, the CSU's internet service provider for all campuses, to manage campus network gateway upgrade projects, monitor and forecast campus wide area network utilization, and ensure appropriate budgeting, procurement, and invoicing takes place for the $9 million annual budget. It also includes leading and managing several systemwide infrastructure working groups and project teams, working closely with campus network directors and other technical representatives to develop and maintain systemwide technical standards.

Responsibilities

Under the general direction of the Director, Systemwide Infrastructure Services, the Systemwide Infrastructure Services Manager will perform tasks and duties as follows:

The primary responsibility of the Systemwide Infrastructure Manager is to manage and oversee the CSU relationship with Corporation for Education Network Initiatives in California (CENIC). This includes managing campus upgrade projects, providing regular updates, network circuit billing, and campus upgrades to the Internet services. This includes overseeing and tracking expenditures for the $9 Million CENIC budget. Manage, lead, and support Systemwide Infrastructure Services (CNI) working groups, including participating in RFP working groups and projects as assigned. Lead data gathering and analysis related to the CNI program and other infrastructure initiatives as they arise.

Manage the relationship between the CSU and CENIC. This includes:

-Review CENIC contract addendums are aligned with the campuses and systemwide needs and are current.

-Assess campus bandwidth requirements and forecast future needs.

-Update CENIC budget projections.

-Assess needs, define campus requirements, and request project quotes.

-Evaluate project cost/benefits and long-term budget impact.

-Review and track multiple projects status.

-Review and approve CENIC invoices.

-Assure the oversight and communication of project schedules, timelines, and procedures.

-Proactively addressing and resolving issues as they arise.

-Investigate and track all campus CENIC network traffic patterns and utilize this data to update traffic projections regularly.

-Serve as liaison to CENIC, assuring that the agreed project schedules and plans are met and communicated to the campuses.

-Regularly attend all CENIC transition planning meetings, coordinate with the appropriate CENIC staff, and serve as a liaison to the California Research and Education Network Technical Advisory Committee (CalREN-TAC).

-Research and analyze network data to ensure that all strategic decisions are based on current and relative data.

-Work with Network Technology Alliance (NTA), NTA steering group, and its Working Group Chairs to accomplish activities and facilitate collaboration and information sharing.

-Lead and manage the development of Requests for Proposal (RFPs) and the resulting evaluation of vendor proposals, Statements of Work (SOWs), technical plans, and cost/budget estimates.

-Lead data analysis related to cost and performances regarding the assigned systemwide infrastructure projects.

-Manage and support systemwide, CNI working groups projects and deliverables as identified by Systemwide Groups such as Change Management Group (CMG) and NTA.

-Support the CNI program and other systemwide infrastructure initiatives as necessary.

-Provide support in the assessment and development of project schedules and cost estimates.

-Develop and evaluate program plans and proposals as needed.

-Provide support in developing and maintaining long-term budgets and financial models.

-Develop and maintain systemwide infrastructure-related documentation and regularly audit to ensure that requirements are being met.

-Actively participate and support in the proceedings of the Network Technology Alliance (NTA), Cloud and Systems Technology (CAST), NTA Change Management Group (CMG), and CENIC working groups and represent the Chancellor's Office on other technology committees as requested.

Qualifications

This position requires:

-A Bachelor's degree in a related field or an equivalent combination of education and experience is required.

Must have at least three of the following qualifications

-Three to five years' experience in Project Management, preferably in higher education.

-Three to five years' experience in IT technical network experience, preferably in higher education.

-Three to five years of developing, forecasting, tracking, and managing complex budgets.

-Three to five years of developing and motivating teams in a collaborative and non-structured organization.

Management Skills

-Ability to effectively manage and motivate teams in a collaborative and non-structured organization.

-Ability to identify and involve key players in decision-making and to problem-solve to optimize potentially divergent interests.

Communication & People Skills

-Good written communication skills are critical.

-Good oral communication/interpersonal skills are necessary, including the ability to communicate strategic and tactical plans to various audiences.

-Ability to quickly gather and disseminate information to the appropriate parties.

Project Management Skills

-Exceptional attention to detail and strong organizational skills.

-Ability to track and document information between multiple parties.

-Experience in coordinating resource requirements.

-Ability to assist others in scheduling and to prioritize to meet deadlines.

Analytical Skills

-Ability to effectively analyze both qualitative and quantitative information to identify inconsistencies.

-Ability to assist others in developing solutions that combine information and ideas in new, unprecedented ways to address all aspects of identified problems.

-Ability to assist others in proactively identifying and understanding problems from a broad, interactive perspective and using appropriate sources to research technical problems.

Technical Skills

-Proficiency in Microsoft Office Productivity Suite (Word, Excel, PowerPoint, MS Project, and Visio) required.

-Working knowledge in a wide IT domain may include Switching, routing, wireless, firewalls, cloud technologies, and Network Management.

The Systemwide Infrastructure Manager is responsible for any other duties as assigned. In addition, the incumbent is responsible for keeping current in multiple industries, including technology changes, trends, and best practices.

Preferred Qualifications

-Project Management certifications CAPM, PMP, or equivalent preferred.
