The County of Yolo is recruiting to fill one regular, full-time position in the class of Appraiser at the Assessor/Clerk-Recorder/Elections Office. The candidate selected will be assigned to the Appraiser I, II, or III level depending on their background and experience, and at the discretion of the hiring authority. Depending on the level of position placement, the selected candidate will perform increasingly complex duties, requiring specialized knowledge of appraisal methodology as it relates to valuing property for property tax purposes. The incumbent is expected to possess technical knowledge as it relates to applicable computer technology and pertinent Revenue and Taxation Codes as well as to perform tasks necessary to appraise real or personal property, as assigned. This will include field inspections to measure and inventory property, interviewing real estate professionals, secure and analyze data for the appraisal of real and personal property, inputting data into the County's Automated Property Tax System (Megabyte), defending value conclusions in appeal hearings maintain cooperative relationships with those contacted during the course of work, and such other duties as may be assigned. The ideal candidate for this position will be a team player with strong interpersonal skills who is highly motivated, goal-oriented, reliable, has a strong work ethic, and has the ability to multi-task.

Under close supervision, the incumbent learns and performs the more routine office and field duties involved in the appraisal of real or personal property for ad valorum tax purposes; and performs other related duties as required.

Distinguishing Characteristics

This is the entry level class in the Appraiser series. Incumbents learn the routine, less complex functions of performing appraisals for taxation purposes. It differs from the Appraiser II and III's in that the II's are the journey level and perform the more complex appraisals with minimum supervision, and the III's are personally performing the most complex appraisals and may provide lead direction, training and review the work of Appraiser I/II's and Appraiser Technicians as required.
The duties and responsibilities of the Appraiser series require extensive field work. Movement to the next level in the series is not automatically granted.

Essential Functions

The following duties are typical of those performed by the incumbents in this classification; however, other duties may also be required.
  • Receives on-the-job training and attends classroom training on fundamentals of appraising.
  • Performs the more routine duties involved in making appraisals of real or personal property.
  • Measures, plots, and describes construction characteristics of residential, commercial, industrial and rural buildings.
  • Compiles building records for all classifications of property, estimates construction costs and depreciation.
  • Prepares forms and other materials for field appraisal work.
  • Determines from recorded deeds and documents or requested data what constitutes a change of ownership.
  • Assembles and analyzes sales and income data relating to real property.
  • Provides information regarding assessment practices when requested by property owners.
  • Assists in preparing formal assessment appeal cases.
  • The position may also require the performance of different essential or marginal functions depending upon work location, assignment, or shift.

Employment Standards

Education: Bachelor's Degree in Accounting, Business Administration, Economics, Engineering or a closely related field.

Substitution: Experience in an Assessor's Office performing responsible duties in the preparation of the Assessment Roll; real property management, mortgage lending, title work, and/or structural cost estimating may be substituted for two years of the required education on a year-for-year basis.

Experience: In real estate sales or transfers will not be considered equivalent to the appraisal and valuation work referred to in this requirement.
Appraiser's Certificate: Must obtain temporary Appraiser's Certificate from the California State Board of Equalization within the first year of employment.
Knowledge of: methods, procedures, principles and terminology underlying the appraisal process; factors which affect the values of various types of property; provision of the State Constitution and Revenue and Taxation Code pertaining to changes in ownership and the assessment of property for taxation purposes; the affect of economic trends on value and cost of construction; organization and procedures of an Assessor's Office.

Ability to: make appraisals; assemble and analyze appraisal data; analyze calculations, charts, and descriptive sketches in connection with appraisal work; establish and maintain cooperative working relationships with persons contacted in the course of work; analyze situations accurately and adopt an effective course of action; print and write legibly and communicate effectively; prepare correspondence and reports.
License: Positions in this classification require incumbents to possess and maintain a valid California driver's license, Class C or higher, to carry out job related duties. Individuals who do not meet this requirement due to a physical or mental disability may request a reasonable accommodation.
