This is responsible civil engineering work involving the various engineering duties related to plan review and permitting of municipal and land development projects.
An employee in this class provides technical and administrative support for various engineering functions and participates in a variety of engineering assignments. The position requires some degree of technical knowledge and ability in applying principles of engineering and in coordinating efforts to assist in proper permitting. Responsibilities include the review of engineering design plans and specifications to determine compliance with City codes and other applicable regulations, assistance with maintenance of division standards and policies, coordination with other public agencies, contractors, consultants, business owners, and developers to assist with proper permitting and construction of projects. Under the supervision of the City Engineer work is reviewed through personal conferences, achievements of stated expectations and goals, and adherence to City and departmental practices and policies.
Employees are hired as AT WILL employees that serve at the pleasure of the City and may be terminated at any time with or without cause.
Examples of Duties
Participates in the production of plans for construction of various City projects; processes permits through the city, county, state, and other related regulatory agencies for City projects; performs field surveys to develop information required for design activities; and supervises/participates in the preparation of cost estimates of proposed projects and other improvements, including preparation of recommendations for program scheduling.
Receives, reviews, communicates, prepares, submits, or transmits various records, drawings, design documentation, and reports including engineering plans and specifications, technical reports, calculations, permits and applications, and miscellaneous correspondence.
Prepares and performs: technical review of civil engineering design plans; engineering calculations; and permits.
Conduct various engineering field inspections.
The administration and reporting for the City's National Pollutant Discharge Elimination System (NPDES), Permit Program, National Flood Insurance Program, and Community Rating System (NFIP-CRS) Program.
Interacts and communicates with various groups and individuals such as City department directors and employees, county, and state regulatory officials, and the general public.
Represents the Engineering Section at various meetings and advisory boards.
Assists the FEMA Floodplain Development Review Administrator as needed.
Some knowledge of personal computers, including word processing, spreadsheet preparation and use, reporting, hydraulic modeling, database management and design drafting with use of AutoCAD, and knowledge or use of ArcGIS.
Performs other job duties and r elated work as required.
Knowledge of engineering principles and construction practices and techniques.
Knowledge of mathematical engineering applications, and land surveying methods.
Ability to adapt approved engineering methods and standards to the design, construction, and inspection of a variety of public works projects.
Ability to supervise the work of technical personnel involved in design and construction projects.
Knowledge of the current literature, trends, products, technology and developments in the field of engineering.
Ability to establish and maintain effective working relationships with employees, contractors, developers, officials and the general public.
Ability to read and interpret construction plans and specifications.
Ability to communicate effectively, orally and in writing.
Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers and the public.
DESIRABLE EXPERIENCE AND TRAINING
Graduation from a four year accredited college or university with a degree in Civil Engineering or related field. Experience with AutoCAD and knowledge or use of ArcGIS is preferable. Registration as an Engineer-In-Training in the State of Florida or ability to obtain same within six (6) months of employment
Any equivalent combination of education, experience and training which provides the required knowledge, abilities and skills may be considered.
This is a designated 'Recovery' classification in the City's Emergency Operations Plan and will require the employee occupying this position to work for declared emergencies. Attendance at National Incident Management System (NIMS) training at the appropriate level is mandatory.
