Reporting to and receiving direction from the University Articulation Officer and the Dean of Undergraduate Education and Academic Planning, the Articulation Analyst will manage course articulation data stored and displayed on both the ASSIST (https://assist.org
) and Transfer Evaluation System (TES) platforms. This includes (1) facilitating the faculty articulation review process using the TES platform; (2) identifying target transfer curriculum from a variety of sources; (3) entering/publishing/maintaining articulation data in ASSIST and TES; (4) delivering new/revised articulation data to Enrollment Management for input into Campus Solutions.
The Articulation Analyst also assists with implementing policies involving articulation set forth by the CSU Chancellor's Office and the California State Legislature, including CSU General Education, Transfer Model Curriculum (TMC) and Associate Degrees for Transfer (ADTs), C-ID (statewide, intersegmental Course Identification Numbering system), the CSU Fully Online Courses Program, and Credit for Prior Learning initiatives such as articulation for external examinations (AP, CLEP, IB, DLPT).
In addition, the Articulation Analyst supports communications with both campus and non-campus correspondents, including inquiries and requests from SF State faculty, staff advisors, and Enrollment Management staff; representatives from other institutions; and current and prospective students.Position Information
- ASSIST database functions:
- Develop expert-level understanding of the ASSIST database functionality.
- Enter and maintain approved course and requirement articulation data.
- Each year, align display of By-Major Articulation with current SF State undergraduate major requirements
- Each year, review curriculum reports from California Community Colleges and CSU campuses for changes affecting articulation
- Transfer Evaluation System (TES) functions, including
- Develop expert-level understanding of the TES platform functionality.
- Enter and maintain course and requirement articulation displayed in TES (institutions other than CCCs), including regular maintenance reviews.
- Update articulation and course designations each semester to comply with CSU Fully Online Courses program expectations.
- Manage TES workflow for articulation reviews, train new faculty reviewers, and manage account access for other campus users.
- Collaborate with Enrollment Management on expanding the display of non-major articulation for institutions other than CCCs.
- Research and analyze potential articulation from a variety of sources, including C-ID (https://c-id.net), student-initiated articulation requests, institution-initiated articulation requests, SF State faculty-initiated curriculum initiatives requiring development of new articulation or revisions to existing articulation.
- Assist with regular communications, including email inquiries, course equivalency submissions to the Articulation website, and staff interactions necessary for resolving articulation issues impacting student reports.
- As needed, support articulation-related initiatives such as CSU Fully Online Courses, Credit for Prior Learning that may call for planning and implementation of specialized or targeted articulation efforts.
- Attend regional and state articulation-related meetings, workshops, conferences, and professional development activities.
Other duties as assignedMinimum Qualifications
A bachelor's degree or equivalent and at least two years of progressively responsible professional experience in postsecondary education involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices or programs.
General Knowledge of:
- Principles, practices and trends in postsecondary education, particularly in relation to student retention and success.
- Principles, practices and procedures related to curriculum development and impact on transfer students and advising.
- Policies and procedures pertinent to SF State and/or the CSU (e.g., SF State Academic Senate policy; campus and CSU policies pertaining to transfer of credit, such as those outlined in Title 5, CSU Executive Orders and Coded Memos); the Articulation Analyst has the ability to efficiently access, research and interpret such policies in order to inform and advise stakeholders who request information regarding transfer credit and articulation practices.
- ASSIST.org - its purpose, functionality, and scope of use within California public higher education.
- Statewide articulation structure and application to SF State procedures (eg. C-ID).
- Credit for Prior Learning initiatives.
- Analyze complex situations accurately and devise effective and appropriate strategies for achieving solutions.
- Interpret and evaluate descriptions and explanations of problems brought forward by campus stakeholders: analyze and define the problem, draw valid conclusions and project consequences of various alternative courses of action. For example, how articulation agreements interact with transfer credit rules.
- Interpret and apply a variety of state, federal, CSU and SF State policies and procedures. For example, Title 5 regulations that pertain to transfer within the CSU and from California Community Colleges.
- Understand and distinguish between general education and academic major requirements for the purpose of managing articulation agreements.
- Communicate effectively with campus and other stakeholders about SF State's unique policies and requirements, and advocate on behalf of transfer students for the campus's adherence to principles and policies regarding transfer credit and articulation.
- Prioritize accuracy in a detail-oriented environment.
- Handle multiple work priorities; independently or collaboratively organize and plan work and projects.
- Carry out a variety of complex assignments without detailed instructions.
- Establish and sustain collaborative working relationships with individuals from diverse backgrounds.
- Well-versed in electronic data management and can adapt to a variety of functions and needs, such as the articulation review workflow, and unique database environments such as ASSIST, TES, and KNACK (internal database).
- Ability to maximize synchronization of articulation data between ASSIST/TES and Campus Solutions.
- Extensive experience using Office and Adobe tools, particularly Excel, Outlook, Teams and Acrobat.
- Experience with data entry using software other than spreadsheet programs.
- Demonstrate customer service-oriented interpersonal communication skills.
- Compose clear, grammatically correct emails using a professional, service-oriented tone.
- Participate in regular team meetings in a collaborative and supportive manner.
- Determine appropriate courses of action and proper techniques when engaged with individuals in situations or interactions of a contentious or sensitive nature.
- Master's degree preferred
- Experience working with transfer, articulation or curricular issues at the postsecondary level.
- Experience working with student information systems such as PeopleSoft, uAchieve/DARS, Banner, etc.
- Back-end user experience with functions of specific transfer credit databases such as ASSIST (public) or CollegeSource's Transfer Evaluation System (TES).
- Experience with website content management.

- SF State is a member of the California Intersegmental Articulation Council (CIAC). Position requires attending regional and state CIAC meetings and workshops, CSU Chancellor's Office meetings, ASSIST meetings, and professional development events, either remotely or in person.
