Veterans Employment Assistance Program (VEAP) Coordinator

(Staff Specialist | Limited-Term)

SALARY INFORMATION
In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:
Effective July 1, 2022 - 3.5% increase

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

This recruitment is being held to establish an open eligible list to fill current and future Staff Specialist vacancies within OC Community Resources. The immediate vacancies are for Limited-Term positions and this list may also be used to fill full-time, part-time, or extra help positions if future vacancies should arise. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

Orange County Community Services (OCCS) Workforce & Economic Development Division
The OCCS Workforce & Economic Development Division serves as the administrative support to the Orange County Workforce Development Board (OCWDB) and is primarily responsible for administering workforce development grants, programs, and activities of the Workforce Innovation and Opportunity Act (WIOA) in Orange County. The WIOA assists individuals who are employed, unemployed and underemployed, to increase their self-sufficiency and/or improve their ability to meet the demands of Orange County businesses and employers. Through WIOA, the OCCS Workforce & Economic Development Division seeks to meet the needs of businesses and employers by offering programs and services that focus on recruiting, training, and retraining valued employees.

OCCS Workforce & Economic Development Division is also responsible for developing the county's Comprehensive Economic Development Strategy (CEDS) and providing business solutions and engagement services. CEDS is a five-year plan for lowering unemployment, reducing poverty, and sustainable growth in our communities through strategic planning for economic development county-wide.

THE OPPORTUNITY
The Veterans Employment-Related Assistance Program seeks to serve veterans and their dependents that experience one or more barriers to employment such as military transition after discharge, long-term unemployment or under-employed, homelessness, or incarceration/justice involved. The Veterans Employment-Related Assistance Program (VEAP) Coordinator offers comprehensive assessments, work-based learning/internships, community resource navigation, and supportive services to participants seeking employment. This position actively engages with participants to increase job readiness skills, provide job search strategies/techniques, support services, workplace soft skills, internship opportunities, and provides post-employment retention and wage progressions services. The VEAP Coordinator will ensure capacity building strategies with the OCWDB and OCCS Workforce & Economic Development Division to assist program participants to develop and enhance critical-thinking skills to reduce employment barriers.

Additional duties and responsibilities may include, but are not limited to, the following:
  • Connect with community partners to recruit and screen military persons within 180 days of release from active duty, Veterans, homeless veterans, and formerly incarcerated veterans with barriers to reintegration into the workforce including due to military transition and the impact of COVID-19
  • Conduct participant initial screening and comprehensive assessment for job readiness, assess strengths and barriers to employment access, and assist with developing individualized employment plans
  • Orient new participants into the VEAP Program by reviewing program expectations, eligibility, and documentation
  • Coordinate with other partners within the OCWDB to reduce employment/education barriers including the assessment of risk factors for potential job loss
  • Provide follow-up to employees and employers to foster relationships to sustained employment retention and wage progression
  • Maintain employment resource information and promote job-ready participants to prospective employers

DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
The ideal candidate will have work experience conducting career development training programs, providing career development counseling, or other closely related experience. Work experience with Veterans Readiness and Employment (formerly Veterans Administration Vocational Rehabilitation) and/or the Workforce Innovation and Opportunity Act (WIOA) is also highly desirable.

In addition, the ideal candidate will demonstrate knowledge and/or related experience in the following core competencies:

Technical Expertise

  • Knowledge of the Federal Veterans Administration (Veterans Readiness & Education) and the State Employment Development process, and a clear understanding of military and veterans culture

  • Knowledge of employment trends and risk factors, cultural competencies, business techniques, and workforce needs

  • Developing and conducting employment training programs

  • Providing job, education, and career development and counseling

  • Providing support and technical assistance to VEAP participants and partners

  • Facilitating self-management strategies to ensure successful workforce integration (including time management, communications, conflict resolution, interpersonal relations, job search, money-management skills)

Interpersonal Skills


  • Showing interest and understanding the needs, expectations, and circumstances of internal and external customers

  • Providing responsive and professional customer service

  • Creating rapport and trust with parties having divergent interests or goals

Organization Skills

  • Managing time efficiently and working in a fast-changing environment

  • Prioritizing tasks and adjust priorities as situations change

  • Formulating tactics and contingency plans for handling situations and opportunities

  • Creating individual employment plans for Veterans and monitoring their progress regularly

Oral & Written Communication

  • Presenting complex material clearly, concisely, logically and persuasively both orally and in writing

  • Providing information that is timely, understandable, and appropriate to the needs of others

  • Communicating with others regarding Veterans Services at outreach events

Multiple Choice Online Exam | (Weighted 100%)
An online exam consisting of job-related questions will be administered. Candidates who pass this test will be referred to the next step. This is a standardized test and there are no study guides available.

Based on the Department's needs, the selection procedures above may be modified. Candidates will be notified of any changes in the selection procedures.

Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
