DEFINITION:
Has immediate charge of a section providing a variety of highly specialized assistance to the Executive Office of the Fire Department.CLASSIFICATION STANDARDS:
The single position allocable to this class reports to the department head (Fire Chief) and has immediate charge of the Department's Planning and Executive Support Division, which provides planning, evaluation, and other highly specialized assistance to the Executive Office of the Fire Department. The incumbent must exercise a knowledge of planning and evaluation; the principles of management and supervision; must possess a thorough knowledge of the services of the Fire Department.
Essential Job Functions
- Plans, assigns, and evaluates the work of the Planning and Executive Support Section of the Fire Department
- Assists in the development of departmental goals, objectives, and policies by conducting research, compiling data, and evaluating fire service delivery systems
- Supervises studies and formulates implementation plans for new or expanded departmental fire services, and, on behalf of the Fire Chief, negotiates contract services with cities, annexations, CRA projects and mutual aid agreements
- Supervises the analyses of proposed legislation and court decisions for impact on the Department's service and financial requirements
- Provides liaison with other County departments, State and local fire agencies, and special commissions regarding fire service matters
- Supervises the preparation of plans, reports, and other documents for presentation to the Board of Supervisors and other governmental agencies by the Fire Chief
- Supervises financial studies of Consolidated Fire Protection District revenues, service costs and funding options
- Coordinates the work of the section with other units within the Department
- Assists the Fire Chief in preparing for presentations to legislative committees, city councils, and regulatory agencies
Requirements Minimum Requirements: Option I
A Master's degree in Planning, Public Administration, or Business Administration -AND-
one (1) year of experience in analyzing and making recommendations for the solution of problems of organization, program, systems, legislation, budget, revenue, personnel, or urban research and planning in a public jurisdiction
Two (2) years of experience in a staff capacity* analyzing and making recommendations for the solution of problems of organization, program, systems, legislation, budget, revenue, personnel, or urban research and planning, at the level of the Los Angeles County class of Supervising Planning Analyst, Fire**
Three (3) years of experience at the level of the Los Angeles County class of Supervising Administrative Assistant II*** Special Requirement Information:

***Experience at the level of Los Angeles County class of Supervising Administrative Assistant II
is defined as: p lans and supervises the work of staff engaged in analyzing and making recommendations for the solution of problems of organization, budget, systems and procedures, facilities planning, program, general management and personnel in a large County department.

In accordance with Civil Service Rules, the names of candidates receiving a passing score on the examination will be placed on the eligible register in the order of their score group for a period of 12 months
following the date of promulgation. No person may participate in this examination more than once every twelve (12) months.
