act as supervisory and management leaders who are responsible for teams involved in providing complex and advanced business systems analysis, database, application architecture, and programming for the County's Innovation and Technology Department. This position assumes a leadership role for strategic IT planning, and is responsible for managing and providing directions for architecting and developing enterprise application frameworks and solutions for departments and serves as an integral part of the change management process.
Enterprise Business Applications Managers are subject matter experts in:
- Overseeing technical blueprinting and software initiatives which may result in the selection of third-party software or the development of custom-built application solutions in accordance with standard Software Development Life Cycles.
- Serving as a liaison between various countywide departments and county IT providers; are subject matter experts in gathering business requirements, makes presentations to technicians, business management, and administration.
- Managing software frameworks and practices that take into consideration multi-department requirements, security, and data recovery.
- Providing insight into countywide strategic initiatives and decision-making; implementing change management and quality control.
- Driving cost savings, business continuity, and risk avoidance related to policies, standard practices, enterprise licensing, multi-department requirements, security and data recovery, department regulations, and potential impacts to countywide infrastructure.

Incumbents may occasionally work evening and weekend hours. Some overtime, on-call, or call back work may be required. Minimum Requirements Qualifying candidates must meet the requirements in ALL of the following categories: Experience:
Four (4) years of experience conducting business systems analysis, technology-based feasibility studies, technology advancements, and managing enterprise IT related projects. Qualifying experience must include performing duties equivalent to the San Bernardino County Business Applications Manager classification and above. Leadership:
Three (3) years providing full-scope supervision to automated/business systems analysts, programmers, or comparable positions engaged in technology operations or the development or assessment of business application/systems. Must include a minimum of two (2) years managing large-scale application development projects, business application project management using systems development methodology (Agile and Waterfall methodologies). Experience may be concurrent. Education:
Sixty (60) semester (90 quarter) units of completed college-level courses in information technology, computer science, software engineering/programming, or a related field.
Substitution: One (1) additional year of qualifying work experience may substitute for the education requirement. Desired Qualifications
A Bachelor's degree in information technology, computer science, software engineering/programming, or a related field is preferred. Selection Process
