Under administrative direction, directs and manages the City's full-service fire, medical and rescue department. The position provides effective, professional leadership positioning the department to meet the community's current and future needs through appropriate technology and services. This position is also responsible for a variety of community service functions including community paramedicine programs, fire code enforcement, community education and inspection. Represents the City in emergency service matters at the regional, state and national levels.
Primary Duties and Responsibilities

- Provides leadership, direction and guidance in Fire Department strategies and priorities; evaluates City needs, and determines fire safety requirements and goals.
- Plans, coordinates, and directs department operations; assures program objectives and standards are defined, attained, communicated, and congruent with the overall goals of the City.
- Plans for the maintenance and development of the Department as a key service provider in impacting the quality of life for people in the community through long-range plans, goals and objectives, and strong budget management.
- Meets regularly with staff to discuss and resolve workload and technical issues; develops goals and priorities; monitors operations to identify and resolve service delivery problems.
- Assures that firefighters are ready and prepared for duty, are adequately trained and equipped, and are held accountable for duties and responsibilities assigned; develops staff skills, and evaluates performance; analyzes trends and implements staffing adjustments and personnel assignments.
- Maintains discipline, and assures compliance to Department and City policies and general orders; investigates and resolves administrative and operational issues.
- Supervises and participates in critical incidents, tactical situations and post-emergency investigations; responds to major fire scenes; reviews, corrects and closes fire investigations and reports as required.
- Develops administers and monitors the department's operating budget and capital improvement program; conducts fiscal/economic impact studies and cost/benefit analyses to prepare budget projections; and obtains grant funding for department projects.
- Develops the City's disaster preparedness response plans and the Emergency Operation Center.
- Works closely with other agencies who participate in the valley's automatic aid consortium to ensure coordinated training and procedures are followed.
- Serves as an active member of the City executive leadership team by participating in regular staff and City Council meetings. Provides input and administrative support for City projects and initiatives and operational support for city special events.
- Serves as the fire and medical services advisor to City administration, the City Council and as the City representative on fire and medical service issues within the community.
- Monitors and reviews trends in fire, rescue and emergency services, and recommends operational and policy improvements.

Minimum Qualifications & Position Requirements Education and Experience:
Bachelor's degree in Fire Science, Business or Public Administration, and 10 years professional firefighting experience, including five (5) years management experience; OR an equivalent combination of education and experience.Necessary Knowledge, Skills and Abilities:Knowledge of:

- Principles, practices, methods, and techniques of modern fire prevention and suppression activities.
- Principles and practices of modern municipal fire, rescue and medical administration.
- Operation, maintenance, and uses of firefighting apparatus and equipment.
- Applicable laws, rules, regulations, ordinances, and codes pertaining to fire prevention, inspection and suppression.
- Current trends in strategy and tactics for deployment of personnel and equipment in fire and emergency situations.
- Techniques and practices for effective, efficient and cost effective management of allocated resources.
- Automatic Aid Systems
- City, county, state and Federal laws, regulations and ordinances.
- Developing and implementing long and short-term plans and goals for the community and department.
- Analyzing emergency services issues, evaluating alternatives, and making logical recommendations based on findings.
- Assuming command level responsibilities and making appropriate decisions, while assuring compliance with Department goals and objectives.
- Interpreting laws and regulations, making independent decisions, maintaining composure, and working effectively under stressful conditions and emergency situations.
- Assessing and prioritizing multiple tasks, projects and demands.
- Preparing and administering a budget.
- Effectively supervising, leading, evaluating staff and delegating tasks and authority.

- Establishing and maintaining cooperative working relationships with city management, department directors, employees, elected officials, other emergency services agencies and the general public.
Additional Information Special Requirements:
Certified as a State of Arizona Emergency Medical Technician or Paramedic, or the ability to obtain certification within first 6 months of employment; must maintain a level of physical fitness to meet Fire Department standards; valid Arizona Driver's License.Physical Demands / Work Environment:
