To plan, organize, and coordinate the activities of the Western Placer Waste Management Authority (WPWMA) operations unit, including the landfill and material recovery facility (MRF), household hazardous waste (HHW) facility, and composting facility operations; to organize and coordinate field operations and compliance functions; to oversee and manage consultant and private contractor agreements, scale house operations, environmental control systems, and facility safety programs; and to provide highly responsible complex and technical support to the Environmental Engineering Program Manager or management designee. DISTINGUISHING CHARACTERISTICS
The Superintendent level recognizes positions that provide full line and functional management responsibility for a division or program area within a department. This classification is distinguished from the Environmental Engineering Program Manager by the fact that the latter serves as the division manager and oversees the entire WPWMA including the operations, engineering, and administration units whereas this class oversees the operations unit. SUPERVISION RECEIVED AND EXERCISED
Receives administrative direction from the Environmental Engineering Program Manager and/or management staff.
Exercises direct supervision over supervisory, professional, technical, and clerical/administrative support staff. EXAMPLES OF ESSENTIAL DUTIES Duties may include, but are not limited to, the following:
- Assist with the development and implementation of Division goals, objectives, policies, and procedures; review and approve policies and procedures of the waste management operations unit.
- Direct, oversee and participate in the development of the waste management operations unit plan; assign work activities, projects, and programs; monitor workflow of the WPWMA operations unit; review and evaluate work products, methods, and procedures.
- Coordinate WPWMA landfill and MRF activities including the operation, maintenance, repair, and upkeep of solid waste facilities and administration of associated contracts.
- Assist in preparing the WPWMA budget including costs analysis, and fund forecasting; assist in budget implementation; participate in the forecast of funds needed for staffing, equipment, materials, and supplies.
- Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed; maintain discipline and high standards necessary for the efficient and professional operation of the WPWMA.
- Assist in overseeing the management of the more complex projects; ensure that all projects are properly and effectively managed and executed; research and resolve the more difficult and sensitive issues with internal and external customers and outside contractors.
- Investigate complaints and recommend and ensure implementation of corrective action for resolution.
- Direct, oversee and participate in environmental and regulatory compliance and reporting; inspect solid waste facilities to ensure compliance with regulatory laws.
- Build and maintain positive working relationships with co-workers, other employees, outside contractors, and the public using principles of good customer service.
- Represent the WPWMA to outside agencies, organizations, and contractors; participate in outside community and professional groups and committees; provide technical assistance, as necessary.
- Research, prepare, and present technical and administrative reports; prepare written correspondence.

Work is typically performed in an indoor office environment with some field work outdoors in varying temperature and weather conditions. Duties are performed in close proximity to solid waste and landfill, with associated noises and odors. Three years of increasingly responsible professional experience in solid waste maintenance, construction, and operations including two years of supervisory responsibility. Training:
Equivalent to a bachelor's degree from an accredited college or university with major course work in business or public administration, safety and industrial engineering, environmental science, planning and/or management, or a related field. License or Certificate:
May need to possess a valid driver's license as required by position. Proof of adequate vehicle insurance and medical clearance may also be required. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of:

- Present technical and operational items to the WPWMA Board for informational and approval purposes.

Based upon responses to the supplemental questionnaire, the applicant's education, training, and experience will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the eligible list. MISCELLANEOUS INFORMATION Length of Probation:
