Under direct supervision of the Chief Electrical Control Technician, the incumbent installs and maintains all hardware and software for process control computers located in the water and wastewater treatment facilities. Duties include complex problem resolution for hardware and software, with additional emphasis pertaining to systems associated with process control and Supervisory Control and Data Acquisition System(SCADA). Knowledge in the installation and troubleshooting of electrical control systems and instrumentation. Ability to apply electrical theory, principles of electrical circuits , and electrical testing procedures. Build, test, troubleshoot , and repair electrical equipment. Troubleshoot digital I/O, analog I/O, remote I/O, controller, power supply, and related problems. Operates, troubleshoots, and repairs PLCs, RTUs and associated inputs/outputs. . An employee in this class is responsible for participating in complex computer and data systems development, implementation, maintenance. Responsibilities include defining problems and systems objectives, documentation of fact-finding, and analysis of results.

Responsibilities include defining problems and systems objectives, documentation of fact-finding, analysis of results, cost analysis and conveyance of data process acceptability. Incumbents exercise independent judgment in the interpretation and integration of a broad range of administrative policies, rules and regulations relative to the application of the computer control systems, subject to directive and review by the Controls Systems Engineer. Work is reviewed through reports and observation of the operational success of the computer control systems objectives.

Examples of Duties

Installs, programs, inspects, troubleshoots, and adjusts electrical and mechanical equipment, instrumentation, and related information systems.

Knowledge of the principles, theory, practices, materials, tools and equipment of the industrial electrical trade.

Knowledge of the general principles of telemetry equipment, chemical feed equipment, and instrumentation.

Knowledge of occupational hazards and ability to apply appropriate safety precautions in electrical work, including work with high voltages.

Skill in the use of tools utilized in the electrical trade.

Ability to calibrate, test and detect defects in electronic equipment, devices, and systems.

Ability to install and troubleshoot electrical control panels.

Ability to read and interpret specifications, blueprints, diagrams, schematics and equipment manuals.

Ability to maintain complete, legible records and make reports and sketches.

Ability to establish and maintain effective working relationships with fellow employees, supervisors and the public.

Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers and the public.

Ability to troubleshoot Allen Bradly PLC hardware.

Basic Knowledge on troubleshooting Allen Bradley PLC with ladder logic and relay logic.

Troubleshoot digital I/O, analog I/O, remote I/O, controller, power supply, and noise related problems.

Operates PLCs, RTUs and associated inputs/outputs; operates VFDs; performs telecommunications networking

Performs tests and maintenance on mechanical, electrical, and instrumentation equipment; interprets readings and outputs of equipment; ensures proper functioning
of equipment and related information systems.

Reviews operator's manuals and other established guidelines; ensures equipment and information systems are operated in accordance with established guidelines.

Ensures proper operation of SCADA system; identifies and troubleshoots issues pertaining to SCADA system.

Perform related work as required for this position description.

Ability to perform training based on established techniques.

Knowledge of the design, capabilities, operation, and cost effectiveness of computer hardware and software utilized by business applications.

Knowledge of computer programming utilizing the Visual Basic and "C" language.

Ability to delineate application and operational problems and develop solutions.

Knowledge of data communication and database management concepts.

Skill in the detection of computer program and equipment malfunctions.

Ability to communicate clearly and concisely both orally and in writing.

Ability to establish operational goals and priorities.

Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers and the public.

DESIRABLE EXPERIENCE AND TRAINING
Associate's Degree, plus two (2) year's experience in supporting IBM compatible microcomputer hardware and software systems including DOS, and Windows operating systems, Local Area Networks, Proficiency in Microsoft Office products (Word, Excel, PowerPoint, Access) , and programming in Microsoft Visual Basic. Bachelor's degree preferred.
Any education and experience or an equivalent combination of training and experience may be substituted for the above requirements.
