The Los Angeles County Department of Health Services (DHS) is the second largest municipal health system in the nation. DHS operates as an integrated health system, operating 26 health centers and four acute care hospitals, in addition to providing health care to youth in the juvenile justice system and inmates in the LA County jails. Across the network of DHS' directly operated clinical sites and through partnerships with community-based clinics, DHS cares for about 600,000 unique patients each year, employs over 23,000 staff, and has an annual operating budget of 6.2 billion.
Through academic affiliations with the University of California, Los Angeles (UCLA), the University of Southern California (USC), and the Charles R. Drew University of Medicine and Sciences (CDU), DHS hospitals are training sites for physicians completing their Graduate Medical Education in nearly every medical specialty and subspecialty. In addition, to its direct clinical services, DHS also runs the Emergency Medical Services (EMS) Agency and the County's 911 emergency response system, as well as Housing for Health and the Office of Diversion and Re-entry, each with a critical role in connecting vulnerable populations, including those released from correctional and institutional settings, to supportive housing. Oversees and manages a regional clinical laboratory system within the Department of Health Services (DHS), including multiple laboratories within a geographical location.
Essential Job Functions
Oversees laboratory, hospital and clinic-based supervisors and directs operational and administrative functions within a regional laboratory structure, including the development of enterprise goals to promote an organizational culture of safety and process improvement.
Oversees the development and implementation of strategic plans and ensures initiatives align with organizational strategy, operating plans, regulatory standards and requirements.
Collaborates with DHS' executive management, clinicians, and laboratory managers on strategic development.
Directs optimization of laboratory operations, including integration and standardization of testing, laboratory space, new equipment, materials and supplies, and inventory control.
Designs and evaluates processes to ensure highly reliable standard laboratory services across continuum of care.
Manages large projects that impact one or both regional laboratories or that have value for laboratories, patients and clinicians across DHS, including development and integration of operational best practices.
Oversees the training and competency of staff and incorporates all applicable County policies, regulations and accreditation standards, ensuring compliance with clinical practice standards.
Plans, organizes, and administers an effective program for the recruitment, selection, retention and succession planning of assigned laboratory personnel. Ensures on-going leadership development. Performs financial planning and budget development.
Builds collaborative relationships with local and regional leadership, represents assigned regional laboratories, and coordinates efforts directed to the management of patient care. Participates in facility and DHS committees.
Works collaboratively to design and implement the laboratory safety program, including hazardous waste management, chemical hygiene plan, and injury prevention program.
Evaluates performance, recognizes achievements and, when necessary, initiates corrective action in accordance with policy to maintain safety programs.
Requirements SELECTION REQUIREMENTS: Option I:
Three (3) years of experience at the level of Supervising Clinical Laboratory Scientist III*.Option II:
Two (2) years of experience at the level of Clinical Laboratory Scientist Administrative Supervisor**. LICENSE:
Clinical Laboratory Scientist License*** issued by the State of California Department of Public Health.
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions. PHYSICAL CLASS II - Light:
Light physical effort which may include occasional light lifting to a 10-pound limit, and some bending, stooping or squatting. Considerable walking may be involved. DESIRABLE QUALIFICATIONS:

- Experience in managing multiple laboratories**** in a healthcare setting*****
- A Master's degree****** in Health Care Management, Business Administration, Clinical Laboratory Science or closely related field from an accredited college or university

*Supervising Clinical Laboratory Scientist III in the County of Los Angeles is defined as e xercises technical and administrative supervision, through subordinate laboratory scientist supervisors, over a multi-unit, multi-shift clinical laboratory organization.
**Clinical Laboratory Scientist Administrative Supervisor in the County of Los Angeles is defined as o versees administrative programs, technical operations and functions of a medical center laboratory.

**** Experience in simultaneously running multiple laboratories is defined as managing multiple laboratories in different physical locations, at least one of which is in a medical center or hospital healthcare setting OR running multiple sections of a laboratory in a reference laboratory setting.
*****Healthcare setting includes a hospital, outpatient clinic, psychiatric inpatient and outpatient facility, community health agency, skilled nursing facility, long-term care facility, or hospice where professional services are administered.
******In order to receive credit for any type of college degree, such as a Master's degree, or for completion of a certificate program, you must

Additional Information EXAMINATION CONTENT:
This examination will consist of an evaluation of experience, based upon application information, supplemental questionnaire and desirable qualifications, weighted 100%. Candidates must achieve a passing score of 70% or higher on the examination in order to be added to the eligible register.
Applications will be processed on an "as-received"
basis and those receiving a passing score will be promulgated to the eligible register accordingly.
The names of candidates receiving a passing grade on the examination will be placed on the Eligible Register and will appear in order of their score group for a period of twelve (12) months following the date of promulgation. No person may compete in this examination more than once every twelve (12) months.
