Under general supervision, performs a variety of Information Technology (I.T.) technical support functions related to systems maintenance, data center operations, the maintenance of local area networks (LANs) and telecommunications systems, the administration of personal computer workstations, and security administration; and performs related duties as required.CLASS CHARACTERISTICS:
This position receives direction from the Computer Operations and Networking Supervisor. Depending upon the type of assignment, the employee can work independently or in support of I.T. staff and end users to maintain computer hardware, work stations, operating systems and provide support to the City’s network infrastructure. May be required to work other than regularly scheduled work hours as operational needs arise. This position is part of a rotating after hours standby schedule that supports public safety operations. These functions may not be present in all positions in this class. When a position is to be filled, the essential functions will be noted in the announcement of position availability. Management reserves the right to add, modify, change or rescind work assignments as needed.
Provide hardware and software support, installation and implementation within a Windows Client/Server environment. Some tasks include add/remove/modify users, create exchange server mailboxes, reset passwords, and set user and folder-based permissions.
Provide hardware software support for Windows users. This will include complex troubleshooting of both software and hardware.
Provide Hardware and software support for LAN/WAN equipment. This will include troubleshooting complex issues, working with vendors, implementing and supporting equipment.
Monitor system activity and performance of LAN, Windows, servers and networking systems.
Administer latest Exchange server. This will include changing settings, adding and deleting users, backup and restoring mail, and general maintenance.
Provide support and administer a vmWare 6.0 or later environment, including creating and managing guest VM’s.
Using Veeam, schedule and administer daily back-ups of Windows servers and network environment.
Assist Computer Operations and Networking Supervisor and staff in completing special projects such as: upgrading vmWare environment, upgrading Windows server OS, upgrading or implementing Exchange environment and investigating complex system issues.
Assist users with installations and upgrades, investigating, trouble-shooting and answering related technical questions.
Act as a liaison with City staff, external customers, and vendors.
Perform related duties as required.
A typical way to obtain the requisite knowledge and abilities to perform the duties and responsibilities of this classification is as follows: EDUCATION, TRAINING AND/OR EXPERIENCE:
Two years of college coursework or specialized training in a directly related field. Required education may be substituted with related professional experience on a year for year basis.
Four years progressively responsible experience in computer systems administration, LAN and client/server systems, and the maintenance of PC hardware, including experience with Windows based operating systems and products. LICENSE AND/OR CERTIFICATE:
Possession of a valid California Driver’s License by date of appointment. Revocation of license during employment may result in disciplinary action or reassignment.
Possession of, or ability to obtain certification as a full access CLETS user.
Certification in the use of Microsoft products, Exchange Server, vmWare and LAN/WAN administration practices is desirable.REQUISITE KNOWLEDGE AND SKILL LEVELS:
Knowledge of Windows environments, spreadsheet and word processing software applications programs such as Microsoft Office and exchange/outlook.
Knowledge of Exchange functionality as it interacts with the Windows environment.
Knowledge of SAN solutions and how they interact with vmWare.
Knowledge of networking principles.
Knowledge of systems administration and security practices.
Knowledge of PC hardware.REQUISITE ABILITIES:
Ability to clear and maintain Criminal Justice Information Systems (CJIS) security clearance and requirements
Ability to carry a City issued cell phone and be on standby on a rotation basis which requires a response within 1-hour of emergency request
Ability to perform daily tasks as it relates to a Windows Client/Server environment.
Ability to backup hardware and software and be capable of disaster recovery, monitoring and correcting issues with missed backup.
Ability to work in public safety environment with CAD/RMS systems and learn the operational characteristics, services, and activities of other law enforcement programs as necessary to assume assigned responsibilities.
Ability to research, collect, compile, and analyze information and data.
Ability to organize and complete work independently and in accordance with established deadlines.
Ability to analyze and solve systems administration and PC operating and hardware problems.
Ability to communicate effectively, both orally and in writing.
Ability to establish and maintain cooperative working relationships with management, supervisors, co-workers, and other department representatives.
Ability to be available after hours on standby on a rotational basis as required.

Employees receive the following health insurance flexible benefits contribution:
- Effective July 7, 2019: $1,400 monthly
- Effective June 2022: $1,500 monthly
The City does not participate in the Social Security system; however, federal mandate requires new employees to contribute 1.45% of wages to Medicare. As a condition of employment, all new employees are required to enroll and participate in the direct deposit program.
