Examples of Duties This recruitment is being established to obtain a current eligible list for both Full Time and Extra-Help vacancies. Extra-Help are not entitled to county benefits and are limited to a maximum of 25 hours per week. Extra-Help pay is $19.61 - $22.70 per hour. Duties may include, but are not limited to, the following:
- Prepares maps, charts, diagrams, and other matter illustrating planning studies.
- Prepares legal description of property boundaries.
- Interprets symbols, nomenclature and meanings on maps, charts, and tables.
- Searches records of the Assessor's and Surveyor's Office, title companies, and other agencies for information regarding ownership and land use.
- Address complaints concerning land use and compliance with zoning and other ordinances and laws.
- Conduct Condition Monitoring inspections.
- Assists in developing and maintaining a system for investigation records.
- Maintain current knowledge of applicable ordinances and directives relevant to enforcement of County land use regulations.
- Provide administrative support to County regulation of mining activities.
- Assists public with preparing applications and permits required by the Planning Department.
- Assists public in drawing site plans and provides general information regarding planning requirements.
- Uses chronometers, automated drafting and geographic information systems software, microfilm equipment, calculators, drafting instruments, planimeter, and lettering devices.
- Provides assistance to the public by interpreting County ordinances and other laws pertaining to zoning and planning and provides explanations of their importance to the community.
- May make initial determinations on the need for an environmental review.
- Coordinates the work of the Drafting Section or public service counter with other Department areas.
- Provides training to Planning Technician I staff.
Minimum Qualifications Level I
One (1) year of experience in work requiring public contact.Education:
An AA Degree from an accredited college or university with major course work in planning, community development, building trade, law enforcement, public administration, business administration or related field can be substituted for one year of experience.Level II
Three (3) years of technical planning experience in drafting layout, graphic arts, cartography, architectural design, or direct experience in work requiring public contact and the explanation of rules and regulations to the public.Education:
An AA Degree from an accredited college or university with major course work in planning, community development, building trade, law enforcement, public administration, business administration or related field can be substituted for one year of experience.ORExperience:
Two (2) years experience comparable to a Planning Technician I with Merced County.

- Nomenclature, symbols, methods, techniques, and instruments used in planning, drafting/mapping.
- Engineering mathematics as applied to the computation of distances, angles, areas, and traverses.
- Principles and practices of county planning; zoning and planning laws and regulations.
- Word processing, Computer Assisted Drafting (CAD) software, Geographic Information Systems (GIS) software, spreadsheets, and data base application software.
- Principles, practices, and techniques of drafting and design; graphic illustration.
- Computer applications related to the planning functions.
- Statistical and engineering practices as applied to planning.
HOLIDAYS & LEAVES
- Skillfully and accurately prepare drafting presentations of data, plans, and maps.
- Collect, analyze, interpret, and display data for planning/zoning ordinances and studies.
- Read legal descriptions of property; Prepare/Draft letters and administrative level reports.
- Explain ordinances, policies/procedures to the public; assist in completing applications and permits.
- Understand and carry out oral and written instructions.
- Establish and maintain cooperative relationships with others.
- Train and provide direction to staff.
10 days the first 5 years of continuous employment (limited to a maximum of 160 hours), 15 days in the second 5 years of continuous employment (limited to a maximum of 240 hours), and 20 days after 10 years of continuous employment (limited to a maximum of 320 hours). SICK LEAVE
.0462 hours sick leave for each paid regularly scheduled work hour. 12 days (96 hours per year) with unlimited accumulation. Optional annual buy back of a portion of accumulated sick leave hours upon meeting certain criteria. HOLIDAYS
Twelve paid holidays annually plus one optional holiday. BEREAVEMENT LEAVE
Three (3) regularly scheduled work days or five (5) days if distance traveled over 500 miles one-way. INSURANCE
County paid health plan with maximum contributions; 100% for employee up to maximum of $420, 50% of dependent up to maximum of $100 for child/$220 for spouse biweekly. There are multiple health plans to choose from. County paid dental and vision plans, 100% for employee, with 50% of dependent premiums paid by the County.
County sponsored employee health clinic available for zero or reduced co-pay depending on selected health plan. DISABILITY INSURANCE
State Disability Insurance - Benefit based on highest quarter during previous calendar year. Employee pays premium. LIFE INSURANCE
$10,000 County-paid coverage (Accidental Death and Dismemberment included). Voluntary Term Life and Universal Life Insurance available - premium paid by employee. RETIREMENT
The County offers a 457 Deferred Compensation Plan. Employees choose their investment funds and can make pretax contributions to the plan up to the maximum allowable. MERCED COUNTY EMPLOYEE RETIREMENT ASSOCIATION The retirement plan is a defined benefit plan administered pursuant to the County Employees Retirement Law of 1937 and other provisions of the California Government Code. MCERA members also pay into Social Security.The applicable benefit formula is dependent upon your hire date with an MCERA employer; yourpension amount will be determined by your age, years of service and final compensation amount.EXTRA HELP EMPLOYEES DO NOT QUALIFY FOR COUNTY BENEFITS.
