Job Description

Under general supervision, this position is responsible for all Human Resource Information Systems. Explores, identifies, implements, and continuously advances innovative use of technology and tools to develop and transform HR functionality, campus infrastructure and services. Creates technically advanced tools to collect, utilize and transform confidential job, compensation, benefits and other employee data and information, enabling efficient HR operations and retrieval of management information. Explores business analytics; accelerates the journey to unprecedented data management and reporting.


1. Manage HRIS project upgrades, modifications, database fixes, and system testing 30%
2. Proactively develops and implements innovative technology in support of management, 30%
technical and functional users

4. Manage PeopleSoft systems access and security setup for campus users 10%

1. Manages HRIS project upgrades, modifications, database fixes and system testing
a. Progressively manages technical aspects of databases and applications to ensure quality of overall system performance and availability
b. Maintain and support various HR systems based on operational and regulatory requirements for upgrades, releases and fixes, system configurations, perform fit gap analysis, and conversion activities
c. Works with users to design, develop and test programs and interfaces to ensure overall system performance
d. Coordinate functional users to test database changes and assist with additional database testing prior to implementation in a production environment
e. Increase effectiveness of HRIS applications, review documentation and systemwide policies, create, develop and continuously strengthen project and business process documentation for systems and customizations
f. Increase effectiveness of HRIS applications, analyzes user system and application needs, determine and evaluate alternative solutions and approaches to meeting those needs and proposes optimal technological solutions
g. Test and troubleshoot system functionality including integration issues between PeopleSoft and other systems
h. Consult with users to identify and document software/system purpose, work flow issues, output needs and to determine overall functional and technical system requirements and specifications
i. Create and maintain PeopleSoft HR setup tables
j. Develop, configure, test, and perform mass updates

2. Proactively develops and implements innovative technology in support of management, technical and functional users
a. Explore and implement new applications and develop alternate uses of new and existing systems
b. Identify, develop and advance innovative use of technology tools in support of all HR functions
c. Transform data into information identifying and utilizing cutting-edge trends in technology
d. Accelerate the journey to smarter reporting, evaluating reporting needs and issues and develop easily accessible reporting solutions
e. Guide and assist cross-functional/technical teams in requirements gathering, coordination and implementation of new campus systems and projects
f. Enhance data retrieval methods for efficient data extraction of HR information from multiple systems
g. Develop, update and maintain PeopleSoft queries and reports (SQR, etc.), providing advice on reporting tables and guides
h. Empower campus personnel with tools to further dissect and examine information

3. Evaluates and plans HRIS project resources
a. Serve as a functional and technical lead for the PeopleSoft Campus HR modules supporting the HR and Payroll Offices with processes, training, and technical development
b. Function as the primary contact for team support and performs initial assessment
c. Interact with a wide variety of faculty, staff, managers, and vendors to understand and address problems from a broad and interactive perspective
d. Coordinate program and functional specification development/testing as well as time and cost estimates for customizations, upgrades and other project activity - this includes coordination of discussions with functional experts and campus representatives.
e. Develop long range technical solutions that combine information and ideas in new and unprecedented ways
f. Determine and coordinate support for CMS owned PS pages and tables

4. Manage PeopleSoft systems access and security setup for campus users
a. Serve as the HR security administrator overseeing security access guidelines and protocols
b. Adhere to all information and security policies
c. Develop highly efficient and secure process to obtain and remove security access of all employees
d. Manage security setup tables
e. Ensure quick response and resolution of helpdesk tickets

5. Technical systems analysis, programming support and troubleshooting of PeopleSoft HR and related systems
a. Manage HRIS projects and databases supporting within PeopleSoft/Oracle HCM modules such as: recruiting processes (Staff, and Management hiring), Benefits Administration, Workforce Administration (Payroll), Time and Labor, Absence Management, Labor Cost Distribution and Position Management. Identifies business solutions based on user needs
b. Research issues and independently resolves a wide range of technical problems
c. Work closely with functional users in solving systems-related problems, coordinating systems support and increasing effectiveness of HRIS applications including creating/updating business process documents (workflows, guides, etc.)
d. Guide and support application testing (at all levels; unit, system and integration) to ensure quality and standards are met
e. Contrive database enhancements, coordinate changes and implementations with technical and functional teams
f. Undertake special projects as directed



1. List education and experience required
a. Bachelor's degree in information systems, computer science or related field plus four (4) years of increasingly responsible work experience in HRIS systems development and implementation OR an equivalent combination of education and experience.
b. Knowledge of HRIS products, specifically PeopleSoft HR and all modules

m. Knowledge and experience developing and/or programming SQL, SQR, PeopleTools, PeopleCode, Component Interface, PeopleSoft Application Designer, Oracle Database and Oracle development tools
n. Knowledge of PeopleSoft Portal and web development tools
o. Ability to understand problems from a broad, interactive perspective
