Summary

PURPOSE OF POSITION:

The primary function is to provide professional engineering work in the management, coordination, design, investigation, and construction of private development including public infrastructure and be the front-line representative of the City for these projects and private developers. The position supervises other staff.

Job Description

ESSENTIAL FUNCTIONS:

  • Supervise and lead development services engineering and construction inspection staff.
  • Coordinate developer and contractor requirements to connect to the City’s utility systems, including water, sanitary sewer, and storm drainage.
  • Review and manage development projects, including plat applications, subdivision plans, building permit applications, and water/sewer connections, to meet City regulations.
  • Review, approve, and process final construction plans for subdivision developments and water/sewer connection permits.
  • Issue the letter of acceptance for meters and taps and releases the application for building permits.
  • Support development by answering questions, meeting with walk-in customers, attending predevelopment meetings, researching archived plans, and visiting project sites.
  • Process Storm Water Pollution Prevention Plans and earthwork permits for private development projects.
  • Review and approve easements and abandonments by separate instrument.
  • Coordinate developments in the floodplain for both City projects and private development.
  • Administer the City’s Master Drainage Plan by formulating long range goals adhering to and coordinating with FEMA-regulated floodplain mitigation to reduce localized flooding.
  • Negotiate and coordinate with the United States Army Corps of Engineers concerning levee requirements, 404 and 408 permits associated with jurisdictional waters on Public Works, Parks, and Landfill projects.
  • Negotiate and coordinate with the Texas Commission on Environmental Quality concerning the City’s MS4 permit.
  • Train and coordinate city staff in multiple departments on MS4 permit reporting.
  • Must be able to sit and turn 8 hours daily; stand and walk 6 hours daily; bend and stoop 2 hours daily; kneel and balance 1 hour daily.
  • Perform related duties as assigned.

Job Requirements

  • Previous supervisory or leadership roles.
  • Excellent verbal and written communication skills to interact with developers, public, and other City departments.
  • CAD and/or ArcGIS skills are a plus.
  • Must be able to operate a PC, including Microsoft Office Suite.
  • Excellent organization skills for maintaining department files and databases.


EDUCATION AND EXPERIENCE:

  • Must have a Bachelor's Degree in Civil Engineering or related field.
  • Minimum six (6) years’ experience in Civil Engineering.
  • Must be a P.E. in good standing in the State of Texas or able to obtain with six (6) months of employment.
  • Prefer over two (2) years of experience in utility and/or street design or construction to effectively
    work with developers, contractors, and engineers regarding construction and development.
  • A certified floodplain manager or ability to achieve certification.
  • Must possess a valid Texas Driver's License, with a clear driving record and able to obtain within 30 days of hire.
