Under the leadership of the Human Resources Director, this position is responsible for developing, managing and administering the labor and employee relations programs for the County. Provides leadership and direction to assigned staff. Acts as a key HR Business Partner in linking labor and employee relations plans, programs, and systems to the County’s HR strategic plan and operational objectives. Provides service-oriented leadership to County directors, supervisors, employees, labor unions, and other County stakeholders.

Job Description

  1. Develops and recommends the County’s labor relations strategy within the defined County HR policy and financial parameters
  2. Participates as a key leader in contract negotiations
  3. Oversees the effective administration of labor contracts and the consistent interpretation of CBA’s
  4. Establishes and oversees processes for review and resolution of employee grievances and disputes
  5. Oversees the provision of internal consulting services, tools and information to management and employees on labor and employee relations matters
  6. Designs and implements investigation processes that are fair, objective and defensible
  7. Designs and delivers labor relations and employee relations communication and training
  8. Maintains up to date knowledge of current and future trends in labor and employee relations
  9. Conducts necessary research to support contract negotiations and employee relations
  10. Represents the County in arbitrations and Labor Relations Board hearings
  11. Develops and recommends the County’s employee relations strategy within the defined County HR policy
  12. Develops employee relations programs that build and reinforce a positive culture of employee engagement
  13. Partners with the Benefits team in the coordination and delivery of health and welfare programs, from an employee relations perspective.
  14. Trains and develops assigned employees to enhance employee performance and effectiveness
  15. Manages assigned resources within budget
  16. Performs other job-related duties as required or assigned.

Job Requirements


Bachelor’s Degree preferably in Business/Public Administration/Human Resources plus eight (8) years’ experience in a professional capacity involving human resources administration preferably in the areas of labor and employee relations in a collective bargaining environment, including five (5) years in a management capacity; OR any related combination of education from an accredited college or university or related experience in this occupation totaling twelve (12) years including five (5) years in a management capacity may substitute for the required education and experience and may be interchangeable on a year for year basis. SHRM-SCP and/or SHRM-CP certifications are highly desired.



1.    The offer of this Bernalillo County position requires compliance with the following: Employee must successfully complete the post-offer employment medical examination and background investigation.

2.    Employee must comply with the safety guidelines of the County.

3.    Employee must complete required FEMA training(s) as assigned to position

4.    Employee must complete required Supervisor classes if applicable.

  2. Primary work surface is even, dry, carpeted or tiled floor. May involve the use of stairs.
  3. Works alone primarily, with or without directions.  Works with a group at times and with a select team at times.
