Within the Employee and Organizational Development and Advancement department (EODA), the Office of Employee/Labor Relations & Compliance serves the University as a strategic partner and key resource office in support of the University's Strategic Initiative to advance organizational development and employee excellence by developing proactive strategies and solutions in addressing employee and labor relation opportunities. Our goal is to create positive, professional, and effective working relationships at Cal Poly Pomona.
The Employee/Labor Relations team acts as both an informational resource and liaison, for formal and informal interactions, between stakeholders, to ensure the appropriate application of legal, regulatory, policy, and union contract interpretation. This includes investigations, corrective and disciplinary action, performance management, and conflict mediation/facilitation functions for Non-represented, Represented, Temporary, Confidential, and Management Personnel Plan employee groups. The Employee/Labor Relations & Compliance team also includes the Workers' Compensation and Accessibility & Reasonable Accommodations (ADA) Offices. Represented units include California State University Employees Union (CSUEU), Academic Professionals of California (APC), Teamsters Local 2010, Statewide University Police Association (SUPA), and Union of American Physicians and Dentists (UAPD).
DUTIES AND RESPONSIBILITIES:
- With minimal supervision, assists the ELR team in documenting, communicating, explaining, clarifying, and maintaining CSU, HR, and University policies, Collective Bargaining Agreements, ELR procedures, guidelines, and practices; assists with obtaining point-of contact information regarding ELR related content and works to obtain in-depth knowledge in ELR subjects.
- Is responsible for implementing and overseeing the Conflict of Interest Process; ensures campus compliance with COI statues; produces compliance report for Cabinet members. which notifies them of the level of compliance within their respective organizations.
Provides guidance and interpretative support of policy and compliance related issues
- Drafts and communicates department issued notifications on various subjects such as the Reaffirmation of Campus Policy Statements, Conflict of Interest, Annual Performance Evaluation Reminders, CBA changes, and Technical Letters. Ensures applicable policy compliance documentation.
- Works closely with Chancellor's office auditors to identify areas of focus. Ensures audit readiness of all EODA/HR Ops functional units; develops self-audit guidelines including timelines to ensure compliance with all governing statutes and organizations. Areas for review include:
- Retention requirements
- Mandated Reporters
- Payroll and Benefits (CalPERS related issues)
- Talent Acquisition Processes
- Compensation & Classification
- Conducts biannual policy review sessions to provide information on new policies, changes to old policies, and to discuss policies that are outdated which may need higher level review. Answers policy questions and provides interpretive support.
- Analyze and interpret State and Federal legislation and regulations regarding employment practices; make recommendations and implement changes; interpret personnel policies and procedures and advise CPP staff on correct interpretation. Conduct special research assignments, including gathering and analyzing data and preparing recommendations for consideration by management.
- Maintains and updates delegations of authority for EODA/HR Ops; Maintains and updates policy website regularly for easy access and case examples for policy which provides the non-compliance staff with a better understanding of how the policy applies. Uses a format that is easy to navigate and understand.
- Performs regular audits to ensure compliance with Mandated Reporter (CANRA) policy
- Acts as compliance resource to Sr. AVP of EODA,/HR Ops providing interpretative support and regular updates on new policies.
- The candidate must have a bachelor's degree or equivalent from an accredited institution in
accounting, business administration or a related field OR a combination of education and
experience which provide the required knowledge
- At least three (3) years of progressively responsible analytical experience including two years performing work involving the preparation, justification, and analysis or the control and administration of policy
- Thorough detailed knowledge of applicable university infrastructure, policies, and
procedures; thorough knowledge of English grammar, punctuation and spelling; thorough
knowledge of office systems and ability to use broader range of technology, systems, and
software packages; and the ability to independently handle multiple work unit priorities and
projects. The candidate must have the ability to apply a variety of policies and procedures where
specific guidelines may not exist; working knowledge of budget policies and procedures; ability
to perform standard business math, such as calculate ratios and percentages, track financial data,
and make simple projections; ability to draft and compose correspondence and standard reports;
and the ability to handle effectively a broader range of interpersonal contacts including those at a
higher level and those sensitive in nature.
PREFERRED EXPERIENCE AND COMPETENCY:
- Experience working with HR data and reports including analyzing applicant data.
- Experience building cross-functional partnerships and influencing cross-organizational leadership without administrative ownership.
- Demonstrated effectiveness in written and verbal communications.
- Demonstrated knowledge, skills, and abilities in ensuring compliance, regulations and policies. Requires current knowledge of federal and state laws; demonstrated knowledge of and sensitivity for programs and services, the ability to develop and deliver effective training materials. Strong mathematical, analytical and report writing skills.
- Advanced degree in a related area (MBA or JD)
- Excellent verbal and written communication skills, effective interpersonal communication and mediation skills. Ability to clearly communicate ideas and recommendations and to write clear and concise reports. Professionalism in dealing with sensitive and confidential issues.
- 3-5 years of experience managing EO/AA and diversity programs
- Demonstrated responsibility in analysis, reporting, planning and compliance management
- Experience with initiating and completing investigations
- Excellent judgment with the ability to manage highly sensitive, confidential data and information
- Evidence of having provided training in diversity and affirmative action issues
- Demonstrated ability to develop relationships and collaborate with groups and organizations representing protected classes
- Demonstrated ability to work with diverse groups/populations
- Strong interpersonal and verbal communications skills as well as proficiency in written communication with the ability to effectively convey complex information to a wide array of audiences
- Familiarity with current best practices and a working knowledge of emerging issues in equity and compliance
- Ability to manage multiple, competing priorities and meet deadlines while working in a rapidly changing complex organization
- Proven ability to work independently under minimal supervision
- Strong integrity, flexibility, and ability to adapt
