Job Description

The Position:
The Senior Water Protection Technician will oversee the District's backflow prevention and cross connection control program, including inspecting water system installations, to protect the District's public water supply from contamination. The selected candidate will enforce backflow and cross connection of potable and recycled water systems as well as investigate and test backflow devices for compliance. The successful candidate will be a dynamic and quick thinker, who displays initiative and creativity in their work, who will perform a variety of complex, technical, and problem solving activities within the Water Quality Division of the Engineering Department.

Immediate Impact: The successful candidate will be given the following objectives upon hire:
•Within the first month, demonstrate very good understanding of the District's Potable and Recycled water systems; and ability to effectively utilize District's databases; including, Backflow program (BSIONLINE), Customer information and billing system (CIS), and other excel spreadsheet databases.
•Within the first 2 months, demonstrate expert understanding of the District's Cross-Connection Program Administrative Code, Recycled Water Rules and Regulations, and pertinent Engineering Standards.
•Within the first 3 months, develop work plans for completing assigned projects; demonstrate ability to appropriately respond to customer and public inquiries, and resolve complaints effectively and efficiently.
•Within 6 months, demonstrate understanding of program needs and requirements by independently planning and leading assigned projects, completing and submitting required reports.
•Within 12 months, complete Implementation of identified goals, objectives, policies and procedures.

The Ideal Candidate:
•Will act with integrity and in accordance with the accepted ethical standards of the District and applicable laws and regulations.
•Is an enthusiastic team player, looking out for the common good for the organization.
•Possesses education equivalent to high school graduate or equivalent, supplemented with coursework or specialized training related to water science, including pre-treatment and cross control programs.
•Has at least two years experience in the administration, testing and inspection of backflow prevention devices or cross connection control surveys.
•Possesses an appropriate, valid California driver's license.
•Possesses a valid T1 certificate in Water Treatment or a D1 certificate in Water Distribution issued by the California State Water Resources Control Board.
•Possesses a valid Cross-Connection Control Program Specialist certification issued by the American Water Works Association.
•Possesses a valid Riverside County Certificate for testing backflow prevention devices.

Compensation:
The salary range for the Senior Water Protection Technician is $5,682-$7,456 per month with an excellent benefits package. Placement within the salary range will be based on the candidate's qualifications and experience.

WESA offers a comprehensive benefit plan, some of which includes:
•Medical, dental, vision, accidental death and dismemberment insurance, a life insurance policy equal to two times the annual salary for the employee and a $1,000.00 policy for eligible dependents. Benefits become effective on the first of the month following a 30-day waiting period and the Authority contributes 90% of the cost of such insurance.
•CalPERS Retirement is provided using the 2.7 at age 55 formula for "Classic" Members. Retirement is provided using the 2% at age 62 formula for "New/PEPRA" Members.
•Three deferred compensation plans to which an employee may voluntarily contribute up to $19,500 per year. The Authority does not contribute to these plans.
•Twelve (12) paid holidays per year. Upon employment with WESA for one (1) year, employees also receive one (1) floating holiday annually.
•Employees accrue vacation at a rate of 3.08 hours per two-week pay period for the first 4 years of employment; 4.62 hours for years 5-8;6.16 hours for years 9-13; 6.47 hours for years 14-18; and 6.78 for 19+ years of service.
•Sick leave is accrued at a rate of 3.70 hours per bi-weekly pay period for a total of 96.20 hours per year with unlimited accumulation.
•Additional benefits available include:9/80 work schedule, Direct Deposit, Flexible Spending Accounts, Employee Assistance Program, Educational Assistance, Certification Reimbursement Program, Certification Bonus Program, Onsite Wellness Center, and two credit unions.
