We are seeking creative, innovative, ambitious developers who have a passion for technology and problem solving using leading edge technologies and methodologies. As a Senior Application Developer you will perform a wide range of application development related duties including analysis, design, evaluation, development, coding, testing and maintenance of complex application systems. You will apply your experience and in-depth knowledge of structured program design concepts and may act as a project lead providing technical guidance to entry and journey-level application developers.

OUT-OF-CLASS EXPERIENCE WILL BE ACCEPTED FOR THIS EXAMINATION. REQUIRED EXPERIENCE MUST BE FULLY MET BY THE LAST DAY OF FILING.
Essential Job Functions
Your role as a Senior Application Developer:

Codes, tests, and debugs complex application programs to create new business applications and interfaces or maintains/modifies existing business applications according to program specifications.

Develops work plans and technical documents covering system architecture, conversion, integration, testing, and implementation for a system or complex enhancement to a system.

Writes and executes programs to extract, transform, and load data for more complex system conversions.

Participates in developing application development methodologies and standards.

Provides technical guidance to team members by sharing technical information, trends, best practices, and conducting code reviews.

Performs database related activities for a specific application.

Oversees installation of application software.

Conducts and/or participate in interviews to accurately identify, analyze, and document user's business requirements.

Requirements
REQUIREMENTS:

You must meet any one of the following options:

OPTION I:
Graduation from an accredited college or university with a bachelor's degree* in Computer Science, Information Systems, or a closely related field** - AND - three (3) years of recent***, full-time**** experience coding, testing, and debugging application programs in a centralized Information Technology (IT) organization*****.

OPTION II:
One (1) year of experience at the level of Los Angeles County class of Application Developer II****** in a centralized Information Technology (IT) organization.

OPTION III:
Four (4) years of recent, full-time, experience coding, testing and debugging application programs in a centralized Information Technology (IT) organization.

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS:
2 - Light: Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting, considerate walking may be involved.

DESIRABLE QUALIFICATIONS:

Knowledge and experience with any the following technologies and practices is highly desirable:

  • General understanding of algorithms and data structures.
  • Basic understanding of TCP/IP and networking.
  • Experience documenting integrations and application architectures.
  • Experience with one of the following major database platforms: Oracle, SQL Server, or PostgreSQL.
  • General understanding of Application Development Security.
  • Experience implementing N-Tier application program architecture.
  • Experience developing Web Services to communicate with client-side scripts, 3rd party API's and other applications.
  • Strong analytical, problem-solving and communication skills.

Any degree that is not specifically listed will be reviewed by IT subject matter experts to determine whether the degree qualifies.

***Recent is defined as experience gained within the last five (5) years.

****Full-time experience is evaluated on the basis of a verifiable 40-hour work week. Work performed part-time will be prorated on a month-to-month basis.

*****Centralized IT organization is defined in the County of Los Angeles as that which is responsible, under the direction or guidance of the Chief Information Technology official for the department or major organization, for providing comprehensive IT services including analysis, design, acquisition, and/or development, implementation, maintenance, or support of information systems; and in which the work performed is in direct relationship to the IT requirements and initiatives of the department or major organization unit.

******Experience at the level of an Application Developer II in the service of Los Angeles County is defined as under general supervision, analyzes, designs, evaluates, develops, codes, tests, and maintains application systems.

VERIFICATION OF EXPERIENCE: Experience gained in a position performing similar kinds of work which provides the knowledge, skills, and abilities required for the higher level positions will be accepted. Experience claimed will be verified and evaluated to determine if the type, level or length of experience is qualifying. Applicants must supply sufficient information for this evaluation to be made. Applicants claiming such experience in County service must present, within (5) five calendar days of filing, written proof of this experience in a Verification of Experience Letter (VOEL) signed and approved by their Departmental Human Resources Manager or authorized representative. Credit will only be given for out-of-class experience to meet the requirements.
Additional Information
EXAMINATION CONTENT: An interview weighted 100% covering education, experience, work style, and general ability to perform the duties of the position.

Candidates must achieve a passing score of 70% or higher on the interview in order to be placed on the eligible register.

ELIGIBILITY INFORMATION:
The names of candidates receiving a passing grade in the examination will be placed on the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation.

Applications will be processed on an "as-received" basis and those earning a passing grade will be promulgated to the eligible register accordingly.

NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY (12) MONTHS.
