Job Description

The incumbent in this position performs professional engineering work in the planning, review, design, construction, operation and maintenance of the City’s water and wastewater systems. The incumbent will interface and assist City staff as well as private developers and other citizens with regards to the City’s water and wastewater systems.
The salary range for this position is $65,100- $100,900 per year with a hiring range of $65,100 - $83,000, depending on qualifications and experience.

ESSENTIAL JOB FUNCTIONS:

Reviews and authorizes engineering designs, survey plats and easements for proposed residential, commercial and industrial developments with regards to the City’s water and wastewater systems. Responds to questions and requests for information from existing and potential future customers. Evaluates the City’s ability to provide water and wastewater services to existing and potential future customers. Reviews and authorizes engineering designs for conformance with adopted City Master Plans, Development Standards, and other applicable industry standards. Provides development review comments to developers and consultants. Reviews and revises City Master Plans and Development Standards on a periodic basis. Coordinates proposed water and wastewater improvements with other City departments. Coordinates the collection of field information and design changes with the Construction Inspector. Meets and confers on a regular basis with development consultants (planning, surveying and engineering). Meets and confers with the general public regarding water and wastewater systems. Provides construction management for water and wastewater projects and ensures that materials and construction methods are in compliance with all City standards. Evaluates growth in respect to the City’s water model and wastewater model.

OTHER JOB FUNCTIONS:

Performs project management and some design work on smaller capital construction projects. Conducts field inspections. Responds to citizen complaints. Assists with consultant selection. Serves as representative of the water utilities division at the City’s Concept Review Team and Development Review Team and Planning Commission meetings. May also serve as a representative at Construction Advisory Board, Open Lands, and City Council or other required meetings as necessary. Civil Engineer I assists Civil Engineer II and Senior Civil Engineer with job duties as assigned, assignments including projects and meeting assignments may be delegated by Civil Engineer II and Senior Civil Engineer.

SUPERVISORY DUTIES:

No direct report and/or supervision is required. May provide mentoring and guidance to Staff Engineers, Associate Engineers, Engineering Interns, or others as assigned.

JOB QUALIFICATIONS:

Knowledge, skills and abilities:

Thorough understanding of the administration, design and construction of public water, and wastewater systems. Knowledge and experience with survey plats, easements, field survey and field construction layouts. Ability to utilize software packages and computers with respect to project management, the Microsoft Office suite, GIS, AutoCAD, SCADA and hydraulic modeling. Ability to diplomatically and efficiently communicate with City staff, consultants, and the general public. Ability to handle difficult situations with patience and good judgment when under tight deadlines.

Education and/or Experience:

Bachelor’s Degree in Civil Engineering, Sanitary Engineering, Water Resource Engineering or closely related field. Minimum of 5 years specific experience related to the design and construction of public water and wastewater systems including experience with plats, easements, field surveying, construction management and construction inspection.

An equivalent combination of education and/or experience may substitute for education requirement on a year-for-year basis.

Licensure and/or certifications:

Current Colorado professional engineering license required within 1 year from hire date.Must possess a valid driver’s license.

Material and equipment directly used:

Telephone, personal computers and related software, hand held calculator, light car or truck vehicles, 2-way radio, digital copiers, survey instruments and measuring devices.

Working Environment/physical activities:

The incumbent performs duties within an office environment and may also be expected to perform certain related duties in an outside environment. Outside environment may be in hot, cold or inclement weather and may require the incumbent to traverse (by vehicle or foot) over certain rough or uneven ground surfaces. Occasionally will need to lift/carry up to 30 pounds for surveying purposes.
