We are conducting a recruitment search for the position of Deputy Director of Health and Social Services – Behavioral Health to provide leadership, policy and program direction, management and administration to the Solano County Behavioral Health Services Division. • Providing primary medical, dental, substance abuse, mental health and social services to residents, including the uninsured, low-income, and medically underserved, and administering federal, state, and local public assistance programs

• Coordinating countywide responses to domestic violence and terrorism or other emergencies

The Deputy Director Health and Social Services - Behavioral Health oversees, plans, coordinates, and directs direct service delivery programs and the operations and activities of a comprehensive community behavioral health delivery system and serves as a member of the Health and Social Services Department's executive management team.
The ideal candidate will have a strong history of leadership in complex behavioral health systems, quality assurance, budgetary and financial management, grants administration, regulatory compliance, and working in a collaborative labor-management setting. The candidate will have a demonstrated track record of successful, strengths-based management, possess excellent analytical and oral presentation skills, and the ability to successfully communicate with a broad variety of stakeholders. A demonstrated aptitude for data-driven quality management is critical to success in this executive position.
This position is an “at-will” senior management position and is exempt from the civil service; incumbents serve at the discretion of the appointing authority.
Education: Master’s degree in social work, psychology, hospital administration, public health administration, public health or counseling; or doctorate in psychology (PhD, PsyD); or medical degree with training in psychiatry.
Experience: Four years of leadership in behavioral health or related human services including experience in development of programs; evaluation of program effectiveness; team building, policy development and fiscal oversight.

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage for the 2021 calendar year is $1,586.60 per month. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.
Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.
Solano County participates in CalPERS retirement and contributes to Social Security.
The County observes 12 full day fixed and 2 half day fixed paid holidays per year. Additionally, employees in this bargaining unit receive 2 floating paid holiday(s) per year.
Vacation is accrued at approximately 10 days per year for the first 3 years. Sick leave accrues at approximately 12 days per year.
Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 15, 20, 25, 30 and 35 years.
