To p erform a variety of professional-level duties in support of geographic information systems (GIS) databases and GIS related products. JOB SUMMARY:
Under the general supervision of a Supervising Engineer and guidance of Senior GIS Analyst or higher-level classification , the incumbent will create GIS application structure, and create linkages with databases; assists in the design, development, testing and implementation of GIS applications of routine to moderate difficulty to meet customer needs and enterprise requirements; participates in developing and implementing queries, scripts and instructions of moderate difficulty; researching, performing calculations, and analyzing GIS data; reviewing objectives and evaluating requirements for analyses; generating custom and standard maps, spatial analyses, data reports, and other GIS products; utilizing GIS tools and utilities to convert data to GIS formats; performing data quality checking and correction; verifying the accuracy and integrity of system data; enhancing applications in response to user requests; obtaining and integrating outside sources of GIS data for use in Districts' systems and projects; evaluating and recommending GIS related applications and enhancements; training others to use, develop and maintain GIS applications and revise existing programs; driving to project sites and other public agencies for meetings; and performing related duties as required. MINIMUM QUALIFICATIONS
Applicants must possess a valid California Class C driver license -AND-
Graduation from an accredited college or university with a bachelor's degree in GIS, computer science, information systems, geography, environmental or urban planning, engineering or similar major with substantive coursework related to the duties of the position; - AND-
F or the GEOGRAPHIC INFORMATION SYSTEM ANALYST I
level, three (3) years of experience performing technical duties in support of geographic information systems using standard GIS tools to populate and manipulate GIS databases and generate GIS products.
For the GEOGRAPHIC INFORMATION SYSTEM ANALYST II
level, two years of experience with the County Sanitation Districts of Los Angeles County as a Geographic Information System Analyst I or equivalent external experience -OR-
a master's degree in the majors identified above from an accredited and recognized college or university may substitute for up to two years of the required experience.
For the GEOGRAPHIC INFORMATION SYSTEM ANALYST III
level, two years of experience performing the duties equivalent to a Geographic Information System Analyst II or equivalent external experience. EXAMPLES OF ASSESSMENT CRITERIA
The competitive selection process for the GIS Analyst I, II, III levels may cover
k nowledge o f: P rinciples and techniques of GIS; GIS software; spatial analysis and statistics, programming languages and relational databases; principles of map design; methods for importing and exporting data between GIS and other computer systems; projections and survey coordinate systems; Ability to: Apply the principles of GIS to a variety of complex problems; configure and resolve complex GIS related issues; organize and present GIS data; analyze complex GIS related data; communicate technical concepts to non-technical groups and individuals; communicate effectively with representatives of other agencies, public officials, consultants, employees and the public both verbally and in writing; utilize GIS software for analyses and cartography; identify issues and take corrective action to improve system efficiency and functionality; use a variety of data for spatial analysis and to display results graphically; stay abreast of technological developments pertaining to GIS; and provide technical guidance, and training, to others. SELECTION PROCESS:
- Applications will be reviewed and evaluated for relevant experience and/or coursework.
- Candidates considered to have the best qualifications will be invited to the written examination.
- The selection process will consist of a written test weighted at 50%, and an interview weighted at 50%.
- Candidates must receive a qualifying score on each selection component to move forward in the selection process.
