Located in northwestern Colorado on what many refer to as the Northwest Plateau, Rio Blanco County is home to approximately 6,600 residents. Operating with 34.5 FTEs on a 2021 budget of $8.7 million, the Rio Blanco County Road & Bridge Department is responsible for the maintenance and repair of 931 miles of roads and 68 bridges as designated by the Board of County Commissioners. Primary services of the department include: snow and ice removal; emergency road and infrastructure repair; routine road, shoulder, and ditch maintenance; repair and replacement of culverts, cattleguards and guardrail; maintenance and repair of bridges; traffic control, signs and highway painting; asphalt repair such as seal coating, patching, crack filling; gravel resurfacing and dust suppressant applications. The department is also responsible for the Solid Waste Landfill, which operates with 3.1 FTEs on a 2021 budget of $565,721.
Under the direction of the Board of County Commissioners, the Road & Bridge Director leads and manages the activities, projects and operations of the Road & Bridge and Landfill departments, including engineering, road and bridge operations, construction, administration, solid waste landfills and other facilities as needed. This position will plan and administer 5 to 20-year capital improvement programs, and supervise all operations and activities of all divisions and sections of the department; develop, implement and monitor compliance with policies and procedures; prepare, review and approve designs, reports, financial documents and records.
A high school diploma and ten (10) years of supervisory/management experience in heavy construction, maintenance, and repair, including the construction and maintenance of paved and non-paved roadways, roadway drainage structures, earthwork, mining and production of aggregates, hauling and placing of roadway construction materials, snow and ice control methods and products, and safe work zone practices required. A bachelor’s degree in engineering, construction management, business management or a related field of study from an accredited college or university is preferred. Possession of, or ability to obtain a valid driver’s license is required. A valid Class A CDL is preferred.
