The Public Health Nurse I is the entry-level classification in the Public Health Nurse series,where incumbents apply the necessary knowledge, skills, and abilities in learning to perform the full scope of public health nursing duties.This level requires possession of a California State Public Health Nursing Certificate.
These temporary, extra-helppositionswill work under the direction of the Nursing Services Director, or her designee.
Assignmentsmayincludeproviding direct COVID-19 testing services while assigned to a mobile team working throughout the County atboth indoor and outdoor locations.Staff may be required to work onsite and/or perform telework. These positions will perform Nasopharyngeal / Oropharyngeal specimen collection on clients who have been in close contact with a COVID-19 positive client or exposed at a work location.They may also work on a team that will enter nursing homes, homeless encampments, work locations, and homes of individuals who are confirmed to have, or suspected to exhibit, COVID-19 symptoms. Testing duties will also include:
- Setting-up the work-site including tables, chairs, and supplies
- Educating the clients about COVID-19, isolation, and quarantine
- Distributing a Health Order, if appropriate
- Documenting activities
Assignments may include providing COVID-19 telework conducting case management and outbreak management activities which include:
- Initiating phone calls to affected parties
- Determining the infectious period
- Providing education ondisease mitigation
- Making referrals and providing resources to the public
- Following up with clientson health status and testing
Successful candidates will possess excellent communication and organizational skills as well as strong attention to detail. In addition, these position require the ability to:
WORK SCHEDULE AND REQUIREMENTS
- Establish rapport with clients and the public
- Document information in a detailed and timely manner
- Work in a fast-paced environment
- Problem solve and give directions
- Stand and wear an N95 mask for up to 8 hours
- Swab clients who are in a seated position (in chair or in car)
- Read and write English to complete lab slips and labels
For COVID-19 testing services, the Public Health Nurse I positions will need to be Fit-tested for N95 (DHS provides on-site), and wear full PPE when swabbing. They may be required to drive a van to a testing location, carry 10-15 pound items to/from the van to the testing location, and stand for long periods.
For COVID-19 case management services, the Public Health Nurse I position will be required to wear a face covering while participating within the Public Health offices.
- Schedules will vary; however, coverage will be 7 days a week between the hours of 8am and 6pm
- Hours may include evenings, weekends, and holidays as needed
- Assignments will not be scheduled for less than32 hours per week and may include weekends (full-time preferred)
- Work schedule will be set by the supervisor based on availability and need
Extra-help employees relieve or augment permanent staff. Temporary, extra-help employees are not in the classified civil service and do not have property rights to permanently allocated positions. In addition, they do not receive most employee benefits such as: long-term disability insurance coverage; accrual of vacation; participation in the County retirement program; or eligibility to take promotional examinations.Temporary, extra-help employees are limited in their employment to a maximum of one calendar year. These employees must be off of work for three months before they can be re-employed on an extra help basis.
Extra-help employees who meet the eligibility requirements may qualify for aCounty contribution towardmedical coverage.
This employment list may also be used to fill future extra-helppositions as they occur during the active status of the list.

Possession of a California State Public Health Nursing Certificate.Driver's License:
Possession of a valid driver's license at the appropriate level including necessary special endorsements, as required by the State of California to perform the essential job functions of the position.Working Conditions:

Modern principles, methods, and practices of public health nursing, including preventive medicine, epidemiology, public health education, gerontology, and sociological problems involved in public health nursing. Community aspects of public health nursing programs. Prevention, detection and treatment of communicable and chronic disease, handicapping conditions, mental illness and other disabling conditions; environmental, sociological, and psychological problems related to public health nursing programs. Principles and procedures involved in family planning, sexually transmitted disease control, and pre and post-natal care; and current literature and trends in community health.Ability to:
Organize and carry out public health nursing activities in assigned district or program; differentiate medical problems requiring immediate consultation with a physician rather than a deferred consultation; to follow prescribed protocols set up by physicians and to consult with physicians and other medical personnel; work effectively with families and individuals to assist them in solution to health problems; develop and maintain effective public relations with clients, staff, community groups and organizations; exercise independent judgment, analyze and evaluate situations independently and take appropriate actions; instruct in the prevention of disease and promotion of public health; and write and speak effectively and prepare and maintain clear and concise records and reports.Selection Procedure & Some Helpful Tips When Applying
