The Contra Costa County Health Services Department is offering an excellent employment opportunity to fill 13 Full-Time Health Services Systems Analyst II positions assigned primarily to the Health Services Information Technology Unit located in Martinez, CA.

Incumbents will be responsible for the ongoing professional support of Epic, Sharecare and mission-critical clinical, business and operational applications, reviewing, analyzing and evaluating system and/or service requests using structured techniques and methodology, managing some or all of a project from the initial fact-gathering meeting, developing and maintaining training environments and materials, and providing role-based education. Incumbents will also plan, implement, and organize activities relating to enterprise-wide application selection, deployment, optimization, and training.

Incumbents will report to the Health Services Information Technology Supervisor or Manager.

  • Helping to develop proposals for system modification/replacement including cost benefit analysis and resource requirements

Tentative Training and Experience Exam: Periodically Until Filled

Minimum Qualifications

Education: Possession of a Bachelor's degree from an accredited college or university with a major in Computer Science, Medical Informatics, Healthcare Administration, Health Sciences, Business Administration, Public Administration, Engineering, or a closely related field.
Experience: Three (3) years of system analysis experience including two (2) years in a health care information systems environment, working with end users to extract, document and optimize data flow, implement hospital systems, and support applications and databases. Incumbents will have demonstrable project management experience in the role of technical or application team lead for a major complex project or direct experience as a project manager for smaller projects.
Substitution for Education: One (1) additional year of qualifying experience noted above may be substituted for the required academic major. Additional qualifying experience may be substituted for the required education on a year-for-year basis up to a maximum of two (2) years.
Substitution for Experience: A Master's degree in one of the fields noted above may be substituted for one (1) year of the required experience. Possession of a current Epic certification may be substituted for six (6) months of the required experience.
Certification: May be required to obtain and maintain vendor specific certifications on the applications supported. The incumbent will be required to obtain the certification requested within 6 months of notification from the supervisor.
Other Requirements: A background investigation/fingerprint and/or physical exam may be required prior to the start of employment.

Selection Process
  1. Application Filing: All applicants must apply on-line at and submit the information as indicated on the job announcement by the final filing date. A completed supplemental questionnaire is required.
  2. Application Evaluation: Depending on the number of applications received, an Application Evaluation Board may be convened to evaluate and select the best-qualified candidates for invitation to the next phase of the examination.
  3. Training and Experience Evaluation: Consists of an evaluation of each candidate's relevant education, training and/or experience as presented on the application and supplemental questionnaire (Weighted 100%).
  4. Candidates must receive a score of at least 70, which may be an adjusted score, in order to be ranked on the eligible list.

The examination steps noted above may be changed in accordance with the County's Personnel Management Regulations and accepted selection practices.

After you receive a conditional job offer, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction conflicts with the specific duties and responsibilities of the job for which you have received a conditional job offer. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances. Having a conviction history does not automatically preclude you from a job with Contra Costa County. If you accept a conditional job offer, the Human Resources department will contact you to schedule a fingerprinting appointment.
