The Solano County Department of Information Technology (DOIT) invites you to apply for the position of

Information Technology Analyst IV - Health and Social Services Data Management Team.

This position works as part of a team providing Data Management, Application Management and Analytics services for Solano County. The team is committed to timely and accurate systems in support of HSS to improve patient care. The Data Management and Analytics Staff in DoIT collaborate to design, implement, integrate, and maintain systems of data acquisition, transformation and analytics in support of patient care, service coordination and quality improvement activities. The team is responsible for the Azure Data Factory platform, the Dynamics 365 application including public portals and the Power BI visualization platform. The team is responsible for the several Electronic Health Care and Case Management systems. The position will support Solano County Health & Social Services design, development and support of integrated client data from many application sources to create actionable intelligence for improving care. In time, the Data Management and Analytics will grow beyond Health & Social Services to the other County departments. We are looking for an experienced data professional to help us maintain, improve, and grow the Azure data and analytics platform, perform outreach and engagement to increase participation and utilization of the platform, and conduct data processing, descriptive analyses, and outcome report development of healthcare and public assistance information. The ideal candidate will have the following desired practical and applied knowledge: Data Management platform with preferred emphasis on Azure Data Factory, Data Lake, Data Bricks and other Azure Data Management toolsets .
  • Current generation Analytics platform with preferred emphasis on Power BI
  • A Customer Resource Management tool including a public Portal with preferred emphasis on Dynamics 365
  • Data Management Body of Knowledge (DAMABOK)
  • Electronic Health Record Systems with preferred emphasis on Avatar or NextGen
  • HIPAA, HITECH, 42CFR related to health systems
  • Strong organizational, analytical, and business process skills

The eligible list created as a result of this recruitment will be used to fill full-time and part-time regular, limited-term or extra-help positions as vacancies occur throughout the County.


Education: Equivalent to an Associate's degree, preferably in information technology, or a closely related field.


Experience : Depending upon assignment: Five (5) years of experience performing progressively responsible software development, or infrastructure management duties and functions.

Note: A Bachelor's degree from an accredited college or university, preferably in information technology, management information systems may be substituted for two years of experience.

Note: Additional experience may substitute on a year for year basis for the educational requirement.

Solano County offers a cafeteria-style medical package with health benefits, offered through CalPERS. The County contribution for family coverage is $1,498.55 per month for 2020 and $1,586.60 per month for 2021. The County offers a cash back provision for those who choose employee-only or who waive medical insurance coverage. The County may offer a supplemental contribution for employees enrolled in Employee plus Two or More coverage.

Dental and vision insurances for the employee and eligible dependents are paid 100% by the County.

Solano County participates in CalPERS retirement and contributes to Social Security.

The County observes twelve (12) full day fixed and two (2) half day fixed paid holidays per year. Additionally, employees in this bargaining unit receive 2 floating paid holidays per year.

Vacation is accrued at approximately 10 days per year for the first 3 years.

Sick leave accrues at approximately 12 days per year.

Employees are eligible to receive an additional 2.5% longevity pay, per level, after the completion of continuous service at 10, 20, 25, 30 and 35 years.
